This bill seeks to amend this Act http://classic.particracy.net/viewbill.php?billid=509745 that will see changes made to the rules outlined in section 3(C) and 4(A), of the MOF not performing and (2) The legislative mathematical requirement to amend this bill from 51% to 55%.

Article(1)- There shall be the establishment of the office of Minister of Finance as provided in this act by law.

Section 1- The Minister of Finance shall be appointed by a party moving a motion for the establishment of such an office and/or by the Head of Cabinet.

Section 2- The role and responsibilities of the Minister of Finance is to oversee the fiscal and economic matters of the state, which includes proposing a budget for revenue (taxes) and expenditure.

Section 3- The Minister of Finance shall upon his appointment, propose a budget no longer than 6 months upon tenure of his office.
Subsection A- The Minister of Finance must propose a budget for every fiscal year. Fiscal year meaning, every year starting in January and ending December
Subsection B- The Minister of Finance must propose a budget (taxes and expenditure/spending) for debate no longer than 2 days nor shorter than 6 hours, to which it can then be moved for a vote
Subsection C- Failure of the Minister of Finance to propose a budget at the given time specified, the President can request the Prime Minister to so do on the Minister of Finance behalf but the Minister of finance must also be consulted in the process.

Section 4- The Minister of Finance can be asked to resign on then following grounds such as (1) Failure to execute one's duties based on the provisions of this Bill (2) By proposing a budget that has lead to a deficit of -10% of budget three consecutive times and (3) Failure to comply with rules of the game and (4) On a successful motion of No confidence by the legislature which must be passed by a simple majority.
Subsection A- The Minister of Finance will be given a warning by the Head of Government if it is seen by the Head of Government that the Minister of Finance is not performing their duties as stipulated in the Constitution

Section 4- The Minister of Finance can be removed on the successful passage of a cabinet proposal.

This bill must be passed by a 2/3rds majority in the legislature and can only be amended be amended or repealed by 55% of members in the legislature.
