Mr. President, Members of Congress,

I was delighted to have been permitted to travel, in a somewhat official capacity, to the Confederation of New Endralon, Kizenia and Kuzaki a fortnight ago. Following a period of heightened tensions and what we in the Democratic People's Movement regarded as excessive aggression from the Baltusian coalition government, particularly the Baltusian Republican Party, I relished the opportunity to forge an agreement from both sides.

As the detention of Baltusian citizen and accused terrorist Thomas Wren was the source of the continued hostilities, it was the matter of Mr. Wren's crimes which was the subject of the vast majority of my conversations with the New Endralonian/Kizenian regime. The government allowed me to meet Mr. Wren personally and to speak to him privately. During these conversations, I was told that he was being treated as one would expect a terrorist suspect to be treated: firmly but fairly. I did not question Mr. Wren on his guilt.

After much consideration, deliberation and discussion, I decided that the easiest way to resolve the ongoing dispute would be to seek the return of Mr. Wren from New Endralon/Kizenia to Baltusia. Clearly, this is a shift from the initial view of the Democratic People's Movement, as we had argued in the past that Mr. Wren should be dealt with by the New Endralonian/Kizenian justice system. However, it was clear that the government were willing to risk the stability of our nation over the fate of a terrorist and I was left with no other option.

With all this said, I can now confirm that yesterday evening Thomas Wren arrived safely on Baltusian soil. I fought extremely hard to secure his release and a compromise did have to be reached between the New Endralonian/Kizenian authorities, myself (acting as a proxy for the nation) and Mr. Wren himself. Under the terms of his release, Mr. Wren is not permitted to enter New Endralon/Kizenia indefinitely (even if the ban on Baltusian migration is repealed). Furthermore, it was made clear that this was an exceptional, one-off circumstance. If, in future, Baltusian citizens decide they are going to break the law in the Confederation, they should not expect such light treatment.

I hope that the government will now drop all hostilities towards the Confederation. In addition, I am calling on the Foreign Affairs Ministry to recognise the absolute failure of their approach in relation to this entire affairs by submitting the resignation of Foreign Minister Matthew Brown.

MessageI would like to thank Mr Kindler for his incredible work. It's truly amazing that you have managed to return Mr Wren home safely to Baltusia and I am forever grateful for your actions. I have spoken to my friend the justice secretary and she confirms that he is currently in Baltusian custody being questioned and she will announce if he is released or charged.

It is regrettable that our course of action did not succeed, and I am not going to hide that. I failed, and I hold my hand up and take responsibility. I am truly sorry for not managing to return Mr Wren, when an opposition party officially managed to. I hope that I and my party can now begin to win your trust back. But for that to begin, I cannot continue in my role. This evening, I will hand in my resignation notice to the President. I am resigning as Foreign Secretary, but our party is not any weaker for it. We will continue to gain seats, work with all parties who share a similar plan for Baltusia, and oppose radical threats. Thank you.

We thank Mr Kindler for his resolute work in securing the release of Mr Wren. Sir, you have truly done your nation a great service.

Some years ago I asked that a vote of no confidence in our ambassador to the World Congress was in fact used as a vote of confidence in myself and my foreign policy. You backed me and i said I would not let you down.

Therefore I reflect on the situation at hand: our man back in Baltusia unharmed and conflict averted. Political point scoring aside I see this as a great victory for Baltusia and I am pleased I oversaw it.

I have accepted the resignation of Mr Brown but remind people that without his 'bad cop" approach, Mr Kindler's "good cop" approach may not have been as successful. It certainly helped to amplify for me how Mr Kindler's approach was hitting the right notes with President Manescu and led to me offering him this special envoy role - a decision that has worked out for this country.

Until the election I have put my party's foreign affair spokesperson Regina DeVine in charge of Foreign Affairs and Patricia Grayson will answer directly to me (OOC I will take back control of the Patricia Grayson character now. Thanks).

I ask Mr Kindler to carry on in his Special Envoy role to see if he has any leverage over persuading New Endralon to drop their sanctions, which I still see as unnecessary. Obviously it will be up to the next President if they decide to keep him on, but my recommendation would be to keep him in post.

I thank you all for your support over the last eight years and once again reflect that this has been a very successful outcome.
