Article 1: Rutanian citizens, upon reaching the age of 16, are granted the right to vote in all national elections, provided they pass a test demonstrating sufficient knowledge of Rutania's constitution and system of government.

Article 2: All Rutanian citizens, upon reaching the age of 18, are automatically granted the right to vote in national elections, regardless of whether or not they have taken a citizenship test.
