Section 1 Government Standardization Act,

Article 1 All Cabinet Ministers have the right to propose a Bill, which will be considered as the whole cabinet's position on the issue.

Article 2 The Head of State can veto a Minister's proposal, if the entire Bill or any Article falls out of the Ministry's jurisdiction.

Article 3 The Head of State can't veto a Bill that is proposed by the Prime Minister.

Article 4 If the Head of State vetos a Bill, the Bill must either be canceled or proposed by another, non-cabinet member of the party.

Article 5. All bills must contain an alphanumeric code, starting with a letter and followed by a number. These two are separated with a hyphen.
(a) The letter must be capital if it's a large scale reform, but if it isn't it must be a lower-case letter.
(b) The letter must be a 'G' if the bill is proposed by the largest party, an 'O' if it's proposed by another party, and a 'C' if it's a Cabinet Proposal, no matter which party proposed it.
(c) This bill marks G/g-1, Minister's remuneration o-1, marks O/o-1, Agricultural Efficiency Act | c-1 marks C/c-1

Section 2 Cultural Practices Act,

Article 1. All bill titles must be first in Syldavian (Hungarian),

Article 2. Following the Syldavian (Hungarian) a English translation is permitted, provided it is in brackets.

Article 3. All government titles must be written in Syldavian.

MessageWe think that numbering is not necessary, but making a distinction between cabinet (we prefer this term, government is loose and not exact) and non-cabinet Bills is important. Therefore we propose the following wording:

Article 1 All Cabinet Ministers have the right to propose a Bill, which will be considered as the wholecabinet's position on the issue.
Article 2 The Head of State can veto a Minister's proposal, if the entire Bill or any Article falls out of the Ministry's jurisdiction.
Article 3 The Head of State can't veto a Bill that is proposed by the Prime Minister.
Article 4 If the Head of State vetos a Bill, the Bill must either be canceled or proposed by another, non-cabinet member of the party.

OOC: I think this would give more importance to Minister's and the roleplay of Miisters, and it would be much more exciting who controls a Ministry. The Head of State would have veto right, so for example, the Internal Affairs Minister's Bill on Military Reform could be vetoed and wouldn't be the cabinet's position on the issue. And if the HoS overuses the veto, uses it in situations when he shouldn't that is justification for a motion of no confidence and early elections. (this could be put in as Article 5)

Article 1
(a) All Cabinet Ministers have the right to propose a Bill within their jurisdiction, which will be considered as the wholecabinet's position on the issue.
(b) Cabinet Ministers cannot propose a Bill if the Prime Minsiter has already done so in the given jurisdiction, or has passed a Bill in that jurisdiction in the given term.
(c) The Prime Minister's propsal, if proposed later than the Minister's, will overwrite the Minister's proposal. In this case the Minister's proposal has to be canceled or proposed by another, non-cabinet member of the party, and will not be considered the cabinet's stance.

MessageI'm with the People's Party, it's interesting but I think that should be for another bill.

As for the bill we're debating, I agree that the first letter should identify the party that makes the bill (opposing or government). The three zeros can be deleted in my opinion, and putting a hyphen (-) between, just like this G-123. And it can be good to distinct large reforms and smaller reforms putting a capital letter (G or O) if it's a large reform, and lower-case letter if it's smaller (g or o)

MessageWe will propose our Bill separately.
Our only problem with this one is the distinction between government and opposition. For example in the current situation ENU is the largest party, but not the governing party. All four parties are in the cabinet so all of us a governing parties. We agree that naming can be useful.

MessageWe didn't see that the wording changed, but as is we cannot agree with this.It incorporates part of an Act that is already in effect, but it does not incorporates it in its entirety, therefore the interpretation is not obvious. We also disagree with section two, that should be deleted, or if anything, Articles 1 and 2 should we swapped and 3 should be deleted.
