An act to establish a framework for sustainable cities.

Article 4 - Territorial Management (Zoning and Density codes)
4.1 The federal government shall work with State and municipal governments to adopt regulations (master plans, form and zoning codes) which aim to achieve greater mixing of uses and gradual, sustainable densification as primary policy goals.
4.2 The federal government will issue guide books and model codes to aid municipalities in achieving these planning objectives, focused on methods to ensure development is culturally acceptable and comfortable to inhabitants.
4.3 The federal government mandates municipalities to adopt participative planning consultations available on locally triggered petitions or referenda.
4.3.1 Such consultations shall be considered binding to municipal and state projects and assets (including road networks), private projects, and community (cooperative) projects.

Article 5 - Car Share
5.1 Car share services shall be legalized in Rutania.
5.2 Car share services must receive licences to operate, granted on meeting the following criteria:
5.2.1 Car share programs must be managed and owned either as a community run cooperative or municipally owned corporation.
5.2.2 Vehicle fleets of car share programs must be entirely electric.
5.2.3 Communities approved for Car share programs must demonstrate continuous progress to advance alternatives to automobile transportation.

Article 6 - Public Transportation
6.1 The federal government shall convene a council of municipalities with the goal of rapidly expanding public transportation options.
6.2 The government shall prioritize mass transit infrastructure projects.

Article 7 - Active Transportation
7.1 The ministry of Infrastructure and Transportation shall develop new street and highway design guides and codes which emphasize wholistic and complete street approaches to ensure cyclist and pedestrian safety.
7.2 A national inter- and intra- urban system of bike highways shall be developed and expanded.

MessageThis Bill can do good, that being said there are two increably disgusting parts in it showing that the government is again planning to over set its bounds with the individual freedoms of Rutinians. Articles 1, and 4 are unexceptable. Relating to Article 1 the government have no right to tell citizens who may or may not own a car. As for Article 4, at first it looks like a good idea, greater cooperation between the state and federal government. Then we learn the goal of the Article, a quote from Article 4.1 "which aim to achieve greater mixing of uses, higher levels of density and social mixing as primary policy goals". So the Eco-Socialists wish to force people into smaller living conditions and make people who may not wish to associate with one another live next to one another! Where does the government get the Idea that it has the right to tell people where and who to live with? As for the Social mixing well that's just creating a future disaster, there are reasons some cultures, political groups and others don't mix voluntarily. That is because there can be great Tensions between as such the closer they are the more friction the more friction the more potential for violance. So, in short of the Eco-Socialists wish to go through with "the goals of Article 4" they will force a signicant amount of many different social groups to live next to one another in small crowded spaces and as such would create violance As such. Quiet the Utopia.

MessageThe Eco-socialists will propose a separate bill to put forward the reduction of privately owned automobiles to the Legislature.

We will further propose changes it article 4, but ask the RP to accept a certain degree of densification as a matter of public good.

MessageWe have amended article 4. We intend this article to emphasis gradual and sustainable densification: that is to say, to prioritize the development of communities that are complete, walkable, and vibrant. This article will mandate the federal government to develop tools that help local governments develop their communities in a manner that matches the desires of their residents, improves quality of life and meets sustainability targets.

Density does not mean necessarily highrise skyscrapers and overcrowding; comfortable density can be achieved through mid-rise buildings on arterial roads (with a step-back form) and townhouses and lowrise apartment buildings as infill between. These neighbourhoods offer proximity to local amenities and vibrant life that is desirable to wide spectrum of Rutanians.
