WHEREAS it is an infringement upon the citizens' rights to their own bodies to ban smokable tobacco, the manufacturing, selling, and consumption of said products will not be disrupted by the Republic. Consumption of tobacco is legal outdoors, as the property of diffusion will cause the harmful smoke to dissipate quickly. Also, tobacco use may be legal in pubs and in private residences. However, caregivers who repeatedly expose minors to harmful second-hand smoke may be accountable for negligence. Tobacco is free from the Watchdog group that oversees recreational drug use, but tobacco companies must always label their products detailing the dangers of consumption. Also, tobacco companies must dedicate 5% of their profits to programs either explaining the dangers of their products or to helping smokers quit. An additional 5% of profits must be given to the NHS to help cover increased operating costs. |

Though the smoke will diffuse into the atmosphere quicker than within a contained space (i.e. an office) the actual concentration of smoke within upto 3m of the smoker is still 75% of that within a confined space. If that is then multiplied by multiple smokers in any given area than the amount of smoke would still be extremely harmful to any non-smokers nearby. |
