Section 1 Cabinet Decrees
Article 1.1 The Prime Minister takes care that the laws of the Federal Republic are executed in an orderly manner.
Article 1.2 In order to carry out his obligations in Article 1.1 the Prime Minister can issue Cabinet Decrees.
Article 1.3 Cabinet Decrees should be put to vote like any other propsal, but regardless of the outcome of the vote they will be considered binding, and will be included in Article 9 of this Bill. The Cabinet Decree will be considered 'issued' when it's put to vote.
Article 1.4 In every calendar year the Prime Minister can issue a maximum of six Cabinet Decrees.
Article 1.5 A Cabinet Decree is only effective if it is countersigned by one or more Ministers. The Minister providing countersignature must be responsible for the area that is concerned by the Cabinet Decree

Article 2.1 The Prime Minister can issue a Cabinet Decree concerning the execution of any law that is in effect at the time when the Cabinet Decree is issued. [OOC: for example currently in effect: "Children are only made to sing the national anthem on special occasions." The HoS can determine the special occasions in a CD. Or: "The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount." The HoS can determine the interest of the loan, or the 'certain amount' in a CD.]
Article 2.2 (a) Once in every calendar year the Prime Minister can allocate no more than 1% of the total Expenses in the Budget.
Article 2.2 (b) To avoid misinterpretation allocate means taking away from one Ministry and giving it to another.
Article 2.2 (c) If the Prime Minister issues an Cabinet Decree according to Article 2.2 (a) it must come in the form of a Budget Proposal.
Article 2.3 The Head of State can veto a Cabinet Decree if it does not abide by Articles 2.1 and 2.2. The Head of State can veto the Cabinet Decree within 12 months from the the date it was issued.
Article 2.4 (a) The Prime Minister can suspend the execution of a certain law.
Article 2.4 (b) The Prime Minister must name the specific Article of the specific Bill that passed that law, where the 'Current Value' and the 'Proposed Value' must be the same.
Article 2.4 (c) If the Prime Minister suspends a law such a way the 'Old Value' will be in effect for 8 months.
Article 2.4 (d) If the Prime Minister suspends a law such a way he must also propose a Bill that would change that specific law.
Article 2.5 The Prime Minister can instruct the Federal Chief of Police to perform a special investigation
Article 2.6 (a) The Prime Minister can directly ask the Supreme Court the review any case.
Article 2.6 (b) The Supreme Court's decision is final in any case, and cannot be appealed.
Article 2.6 (c) In case of criminal matters the Head of State can grant amnesty, thus overwriting the Supreme Court's decision.

Article 3.1 The Supreme Court can review any Cabinet Decree.
Article 3.2 The Supreme Court can reject a Cabinet Decree on the grounds that it does not abide by this law.
Article 3.3 Any member of the Supreme Court can propose the review of a Cabinet Decree. The proposal has to be intoduced within 24 months from the issue of the Cabinet Decree.
Article 3.4 When a review is proposed, the members of the Supreme Court can either approve or reject the Cabinet Decree as per Article 3.2.
Article 3.5 A rejection is valid, if the majority of the Supreme Court members reject the Cabinet Decree, providing a justification.
Article 3.6 The review proposal should be put to vote like any other proposal, but the outcome will be determined by the vote of the Supreme Court members.
Article 3.7 If the Cabinet Decree is rejected, it wil be deleted from Article 9 of this Bill.
Article 3.8 If the deceision of the Supreme Courts conflicts with the veto of the Head of Sate the Supreme Court's decision takes precedent.
Article 3.9 The Supreme Court will elect a leader from themselves.
Article 3.10 The leader will remain in this position until the end of their term.
Article 3.11 In case of a tie the leader's vote determines the vote's outcome.

Section 2 The Supreme Court
Article 4.1 The Supreme Court consists of a minumum of 5 and a maximum of 7 members.
Article 4.2 The Head of State nominates the members of the Supreme Court, the noimination must be accepted by the Federal Parliament. [OCC: The HoS nominates a Party, the Party announces the niminee as a comment]
Article 4.3 A Party can control no more than three members of the Supreme Court.
Article 4.4 Members of the Supreme Court serve for a maximum of 15 years. They begin their service when the proposal for their nomination is passed.
Article 4.5 The Supreme Court members:
1. Kerekes János from the People's Party of Endralon (Chief Justice) (maximum: May 4244)
2. Ottokar of Syldavia from 👑 A Királyi Ház Syldavia (maximum: May 4244)
3. TBA from Az emberek Szocialista Pártja (maximum: May 4244)
4. Zsófia Bács from Green Socialists (maximum: May 4244)
5. Julia Urbanija from Blok Havángalož (maximum: May 4244)
6. Dragutin Konrad from Zergonska Stranka - Zergon Párt (maximum: May 4244)

Section 3 Proposals by Cabinet Ministers
Article 5.1 All Cabinet Ministers have the right to propose a Bill within their jurisdiction, which will be considered as the whole cabinet's position on the issue.
Article 5.3 If the Prime Minister propses a Bill in the same are of issues it will be considered as the Cabinet's stance. In this case the Minister's proposal has to be canceled or proposed by another, non-cabinet member of the party, and will not be considered the cabinet's stance.

Article 6.1 The Head of State can veto a Minister's proposal, if the entire Bill or any Article falls out of the Ministry's jurisdiction.
Article 6.2 The Head of State can't veto a Bill that is proposed by the Prime Minister.
Article 6.3 If the Head of State vetoes a Bill as per Article 6.1, the Bill must either be canceled or proposed by another, non-cabinet member of the party.

Section 4 Local Governments
Article 7.1 Our nation is a Federal Republic that delegates certain policies and obligations to a local level. This legislation acknowledges that fact, and sets out the framework for delegation.
Article 7.2 Anything that is delegated to Local Governments in the National Law (as set out int the Laws of the Szövetségi Köztársaság Endralon) will be decided by the Local Governments.
Articel 7.3 The Local Government can create laws regarding any issue that is not regulated on a Fedral level, or otherwise set out in a Cabinet Decree or Executive Order.

Article 8.1 Each region can form a local legislative body, called the Assembly.
Article 8.2 The Assembly election shall happen at the same time as the Parliamentary election of Endralon.(OOC: The election shall happen using the result for the respecive State election. Each party will then get seats,depending on the percantage of votes they got.)
Article 8.3 The number of seats in the Assembly will be no less than 100 and no more than 150.
Article 8.4 The Assembly will choose the Governor of the State.

Section 6 Executive Orders
Article 10 The Head of State caan issue an Executive Order concerning any issue that is not within the cabinet's, the Prime Minister's or the legisation's jurisdiction
Article 11 An Executive Order can be rejected the same way it is lined out in Article 3.

Section 7 Presidential Office
Article 12.1 The President can be impeached by the legislation.
Article 12.2 Impeachment requires two-thirds majority of the legislation.
Article 12.3 The President can only be impeached in case of criminal wrongdoing.

Article 13 The President, after elected names a Vice President

Article 14 The legislation after elected selects the Speaker of the Huse

Artice 15 The Line of Seuccession for President is as follows:
1. Vice President
2. Speaker of the House
3. Majority Whip (from the largest party)
4. Minority Whip (from the second largest party)

Section 8 Debt Ceiling
Article 16 In the context of this Bill debt will mean the amount of money in END that would be needed as an extra Revenue to cover all Expenses of the state, ie the figure nex to "Surplus" under the National Budget section of Endralon.
Article 17 The debt of Endralon can be no more than 1% of the GDP
Article 18 The President is liable for the Debt Ceiling, therefor in an Executive Order can order any department to cut spending should the overall debt be more than the Debt Ceiling.

Back-up Clauses
Clause 1 This Bill incorporates the "Proposals by Cabinet Ministers" Bill almost in its entirety. The "Proposals by Cabinet Ministers" Bill will be considered obsolete.
Clause 2 This Bill incorporates the "Local Government Act" Bill without its Back-up Clause. The "Local Government Act" will be considered obsolete.
Clause 3 A federal document can only be executed if signed on the soil of Endralon.
