Preamble:
This bill seeks to create a mean for which impoverished or otherwise disadvantaged children and citizens to obtain a proper education, up to and including obtaining a college degree. Until it is put up to a vote, it is open for discussion, modification, amending, and rewriting.This bill is open to all active parties within Malivia to participate and contribute to, with the hopes that together our nation can provide for all.

MessageMy party believes that education is a right to all citizens despite class, race, religion, gender etc. Moreover we believe that education is the surest way out of poverty and thus this bill and the discussion surrounding this bill should be centered around the alleviation of poverty. Therefore the ULP proposes the following:

* There to be an education reform/revolution with the introduction of one laptop per child policy introduced in all schools from grades 1 to highschool

* Scholarships be provided by the state to persons from minority or disenfranchised groups and impoverished areas

* For the introduction of low interest rate disadvantaged student loans up to 120,000 MCR with it being backed by the state therefore not burdening students to seek collateral to secure a loan . This loan will be available to students wanting to attend college/University that lives with parents working for less than 4000 MCR

* For an introduction of a STEM (Science Technology Education and Mathematics) program from grade 5 to end of high school to encourage and train students into computer science, robotics, exposure and training in farming through usage of advanced computer technology.

* Introduction of Early Childhood Education starting with kids from 3-7 years where they will be taught discipline and other basics of life

* The implementation of students being part of a youth organization once in the education system from 8 years to 17 years and at college serving as part of the military

* The introduction of history, civics two foreign languages, Maths ,Science , a business subject and a subject in information technology as core compulsory subjects.

MessageI totally like your idea Blackshirts. We think that the education must be free for all the people at least until the university, because it's a right.
We should change the educational system based on memory and not on thinking. There won't be subjects until the 7 years old, there will be a general and basic education focused on each pupil , the teacher must try to adapt his or her lessons to each student and their particularities. Therefore the number of students per class must be less than 15. Nobody can be excluded of the educational system because of their difficulties.

After the seven years old until fourteen years , there will be Malivian language , Mathematics, Natural and Social Sciences, a second language chosen by the school, Physical Education, Arts and Creativity (music and painting)as compulsory subjects. They will be the 60% of the schedule, the other 40% must be optative subjects like ICT, Agriculture, Photography, Reading club, Drama, Dance, Musical Instrument, Pottery, Writing club, Creating a company, Astronomy, Ethics, Experiments , Politics, Economy, Ecology, Choir, Statistics, Making videos, Farming, Sexual Education, Driving Education, Health and nutrition, Debate , Sport team, House care.

Between fourteen and sixteen the 80% must be the compulsory subjects such as Language, Mathematics, Natural Science, Geography and History, Physical Education, Second Language, Technology and Drawing or Music. The others would be optatives similar to the mentioned before or more advanced.

You can drop out the school with sixteen years or you can go to a special class if you have learning problems. If you keep on studying the conventional education you’ll have to choose between science, social or humanistic sciences , professional art/music/Drama or a vocational training.

After two years , with eighteen students can go to the university if they pass an exam. There will be rents for the lowest incomes to pay for it. The degrees have 4 years to be finished excepting some of them that can last more than 4 such as medicine.

The educational must be 50 % practice and another 50% theorical except the ones that must have more practice like arts or sports. Doing this lessons will be more attractive and interesting for our students.

We think that a compulsory service for the country is a good idea but it don't have to be a military service, it can be a community service in a geriatric or a school.

STEM(Science Technology Engineering Mathematics) Academics:

This bill officially establishes STEM(Science, Technology Engineering and Mathematics) Program to engage students of all ages in learning that is both fulfilling to the needs of growing minds and need for brainpower across the world. All schools within Malivia are to be required to provide sufficient courses, meeting guidelines to be set forth in the future by the state, and providing adequate resources to said courses. students from grade one and upward are to be required to fulfill a certain number of school hours within these STEM courses, approximately one half to two thirds of their school life.

Students are to be presented with generalized courses covering STEM basics through to grade seven, after which they will be required to take an exam to discover their strengths and weaknesses. After said exam, students in grades eights and up will presented with classes catering to their strengths, which are to take up approximately two thirds of any given STEM dedicated time, and classes that will shore up their weaknesses, taking up the remainder of the time.

MessageI believe that the education system must be one that is geared towards cultivating intellectual talents wherever they may exist in the country, while incentivizing student accomplishment. We do this by the following:
reserving government jobs for top 10% of college graduates
- placement tests for 4th, 7th, 10th, and 12th grades
- allow educator input on curriculum and placement test content
- emphasis on student needs based education not standardized test based

MessageEducation in Malvia should free. However there may be small fees for various things most notably paying damages off if they happen.

Students should be assigned books and need to bring them back at the end of the year in the same condition it was it when they received them. If they do not bring them back or they are in a worse condition than they were before, the parents will have to pay for a new book.

The government should provides free busing to the school due to the fact many people do not have cars. Buses should run on hydrogen or bio fuel.

The Physical Education should be a bit different than in other countries . Thats is to say it should have actual military training. Also each school should have a qualified nurse who has worked in a hospital for 2 years at the school to ensure child safety and their sexual education and development.

Each student should learn at least two languages. Although learning two languages will be difficult teachers will help students as much as possible and many should be required to stay after school to help out students.

In all school library's and public library's there has to be a copy of the constitution, the communist manifesto and every book possible.

MessageIn regards to higher education (post year 12), I think the role of the government is simple. The existing system that requires two years of public service (military or not) should function as the determinant of federal aid. All college will be paid for by the government for all that complete two years of service. However, you can opt out of your public service, but you will not receive government aid for college.
