Preamble:- Recognizing that our increased involvement in international affairs has gained us attention which is not of the most "friendly" sort, this legislation calls into to action, the creation of a government agency that will protect the internal interests of the nation. Article 1: The Internal Security Directorate (Управление внутренней безопасности) - UVB. (a) There shall be a security agency called the Internal Security Directorate or (Upravleniye vnutrenney bezopasnosti) in native tongue. (b) The Internal Security Directorate shall be under the authority of the Minister of Internal Affairs and the respective Ministry of Internal Affairs Article 2: Functions of the Internal Security Directorate The functions of the Internal Security Directorate are:- (a) To act in support of the actions/activities of the Police Service and other law enforcement agencies in the prevention, detection and solving of serious crimes. (b) To protect/maintain the integrity of the nation's economic prosperity against threats from external forces. (c) To safeguard the nation against acts of terrorism, espionage and sabotage from external forces and from activities which have been seen as a direct threat to the well-being of democracy within the nation. Article 3: The Director-General of the Internal Security Directorate. The everyday operations of the Internal Security Directorate shall be overseen by a Director-General who is appointed by the Minister of Internal Affairs. His/Her functions are as follows:- (a) Ensure the efficiency and effectiveness of the Internal Security Directorate in completing its aims and functions. (b) Ensure that the identities of the operatives of the Military Intelligence Service are kept a secret. (c) Facilitate the storage of secretive government information which is not reasonable for disclosure. (d) The Director-General of the Internal Security Directorate shall compile a report on the efficiency and effectiveness of the Internal Security Directorate in completely its given/set aims and function to the Minister of Internal Affairs Article 4: The General Communications Agency and the Internal Security Directorate The Internal Security Directorate shall work hand-in-hand with the General Communications Agency in increasing its effectiveness in order to complete its set/given aims and functions. With this the Internal Security Directorate will be allowed to:- (a) Intercept the communications of individuals both outside and inside of the Trigunian Empire who are seen as a either a threat to national security or the internal and external interests of the Trigunian Empire and its government via the interception of their calls. (b) gather intelligence on an individual(s) activities especially when he/she is involved in gang-related activity. (c) gather intelligence on external intelligence agencies operating within Trigunia, as well as gather intelligence as to the intentions of known terrorists, spies and saboteurs residing in Trigunia and rendering them inactive (through any means). Article 5: Hiring of Staff The hiring of staff of the Internal Security Directorate is supervised by the Ministry of Internal Affairs. Hiring of staff to the Internal Security Directorate is strictly to Trigunian nationals. The Internal Security Directorate will NOT hire nationals from foreign nations. On the passing of this legislation the General Directorate for Security shall come into immediate effect. **This constitutional amendment requires a 2/3 majority vote to the passed and in a similar fashion would require a 2/3 majority vote to either be abolished or amended. |

Message | Mr. Speaker, Mr. Borisov, This legislation did not mention the concentration of law enforcement agencies under an umbrella organisation, so the comment made by the Internal Affairs Minister is simply unnecessary and contains zero form of timing. I feel that it is irrational in this modern age to have a government agency dealing with both internal and external security affairs. The reason for this legislation is to remove the old State Security Directorate mindset in which a single government agency, independent of political and administrative control would be tasked with matters such as intelligence gathering, border security and domestic security enforcement. I see it as an irrational move for there to be no clear semi-permeable membrane between foreign intelligence and surveillance and domestic intelligence and security. This makes it a bureaucratic mess when it pertains to operations and tasks. Internal Security should not only a matter pertaining to the Police instead there should be a united front of law enforcement agencies pushing the notion of maintaining peace and order internally. The bureaucracy being pushed by the Internal Affairs Minister is beyond the call of dangerous, especially in face of a matter so serious. It is our belief that with this legislation, there could separate government agencies one focused on foreign and another focused on domestic intelligence as to ease the burden which the Okhrana has to juggle between maintaining internal peace and upholding and protecting the external interests of the state. I mentioned nothing pertaining to foreign intelligence, nevertheless i believe i have made my point clear on both issues. I urge the various other parties to question more as to the schematics associated with this proposal even the Konstitutsionno-Demokraticheskaya Partia.
