| AS vested in the Constitution of Beluzia, the President is vested with all executive power in Beluzia. Today, the Executive will perform its enumerated duty. WHERAS the world is going through a great economic downturn, it is the duty of the Beluzian government to adress this problem. WHERAS there has been a depletion of legal tender from banks all across Beluzia has led to speculative activities both foreign and domestic WHERAS a national and international state of emergency has been called to deal with these problems NOW, THEREFORE, I, Ramon Quintana, President of the Republic of Beluzia, in view that such a national emergency requires immediate action, use the powers vested in me to declare a National Bank Holiday from May 31st to June 2nd. During this period, all banking institutions and branches thereof located in Beluzia, will be forbidden from performing transactions. During such holiday, the Minister of the Treasury, under approval of the President of Beluzia, is authorized and empowered to (a) permit any banks from performing any usual banking activities, (b) to authorize and direct the creation of new (with banking institutions) special trusts accounts for the receipt of transactions that should be kept in cash in the Federal Reserve.
