The DAF sees no reason to allow individuals from barring themselves from the rest of society by putting a fence between them and the world in which they live. This legal way of segregation only stimulates the rich and powerful to live in their own bubble, not having to deal with the commoners living next to them, which only increases the divide between the rich and the poor. Dorvik is more than safe enough, these people don't need fences.
