AN ACT to abolition the institution known as the Department for Protecting the Public Security and Order (Okhrana) (OOC: See here: http://classic.particracy.net/viewbill.php?billid=303662), in response to its ineffectiveness in upholding the internal integrity of the country and directly violating internal and international laws.

**On passing this legislation will nullify the legality of the Department for Protecting the Public Security and Order (Okhrana) as a government agency, operating under the supervision of the Ministry of Justice. As such it would be dismantled by the Internal Affairs Ministry.

At the time of the legislation and organisation in question's creation, the government had no defined surveillance and information collection guideline and apparatus which took into consideration the capabilities of communications and surveillance as well as civil rights laws such as an individual's right to privacy. For its existence, even during the times of the State Security Directorate, the Okhrana has conducted illegal information collection, breaching individual civil rights laws most frequently breached being a person's right to privacy. The legislation allowed for this supposed "protection" agency to illegal secret supervision of foreigners within the borders of the country.

Apart from this the organisation has been involved in numerous cases in which it hindered journalistic rights by heavily censoring the media. From suppressing stories which were aimed at exposing the acts of the agency, to censoring matters pertaining to government individuals, the Okhrana has been at the forefront of internal and international law violation tactics. For more than 500 years the Okhrana has acted as the secretive repressive intelligence and secret police arm of the Ministry of Justice, and now of the Government, especially under the governance of the KDP.

With the introduction of the Internal Security Directorate, it is easy to see that agencies such as the Okhrana are lame-ducks and the only solution to a lame animal is to put it out of its misery and this legislation will do just that by abolishing the agency completely.

Where did you get this information? When has te Okhrana breahed any citizen's civil rights? How has it been deeply involved in corruption? I believe tou are confusing it with the Okhrana of the 1st Trigunian Tsardom, which did in fact breach the civil rights of the citizens of Trigunia, but now the Okhrana is not a secret police - it does not censor anything; it does not take people away in the night and torture them in their cells; its leadership do not partake in corruption etc. The Okhrana's aim is to identify especially dangerous criminals, traitors, corrupt civil servants and terrorists, and arrest them, using force if they put up a fight. After the Okhrana was strengthened, as well as the Gendarme Corps, in 4135 after the passage of the Imperial Decree on the creation of the Supreme Commission on Combating Political Terrorism and Revolutionary Activities, there were no major terrorist attacks that resulted in more than 1 person dead. An you wish to abolish the body that has prevented this? We agree in relieving it of the requirements to act as an intelligence service and as a police force, but abolishing it - no!

The reason for there being no form of terrorist attack aimed against the state was due to the efforts of unseen elements, more specifically the State Security Directorate. The State Security Directorate is the most effective internal and external intelligence agency this northern hemisphere has ever seen. From fighting the republican coup in Zarvospol to eradicating far-right elements in the province of Sambov. It is was not through the sole efforts of this agency. Still this agency operates illegally, as said there is no clear apparatus with respect to surveillance and data collection which takes into consideration individual rights to privacy. It is clear with this agency that it operated under the ineffective doctrine of the State Security Directorate, that being intelligence on both fronts, internal and external. That above itself is both bureaucratic and extremely ineffective as there is no membrane to separate the capabilities of the agency. As such this lame duck agency needs to be abolished and an agency with a renewed front replace it. If the Okhrana loses its "status" as an "intelligence and security agency" it would lose its general purpose of operation.

MessageThe State Security Directorate does not exist - it cease to exist when the police forces were established. The Okhrana operates legally since it needs to ask approval from the Department of the Police to begin surveillance and the same to arrest a suspect.

MessageOOC: I forgot to mention this, but the Okhrana never operated under the supervision of the Ministry of Justice - therefore it could technically still officially and legally operate under the supervision of the Ministry of Internal Affairs, whithout breaking the law.
