The Whig Party propose to adjust the government's spending budget to better address the economic and social situation of the Commonwealth of Rutania.

This budget and the legislative proposals within will provide the Commonwealth a sustainable path forward by trimming government spending and reducing the impact of the state on the national economy.

-We propose cuts to the Foreign Ministry to be funded by cuts to Foreign Aid.
-We propose cuts to the Home Ministry to be funded by a reduction of Department staff.
-We propose minor cuts to the Defense Ministry to be funded by savings from no longer maintaining our nuclear arsenal. Legislation officially changing this policy was passed by a previous government, it is the belief the the Finance Ministry that the Defense Department can fulfill their duties with the decreased budget.
-We propose a 9 Billion Ruta increase to the Infrastructure and Transport Ministry to continue the Commonwealth's infrastructure revitalization, with legislated changes in this bill we plan to work with our partners in government to further develop a plan at achieving this revitalization.
-The proposed cuts to the Health and Social Services Ministry are to be funded from savings due to a reduction and expiration of Unemployment payments.
-We propose small but painfully necessary cuts to the Ministry of Education and Culture to be funded by school closures and consolidations as well as Department labor reductions.
-We propose cuts to the Science and Technology Budget to be funded by closure of facilities as well as large scale Department labor reductions
-We propose cuts to the Environment and Tourism Ministry to be funded by Department Labor Reductions and decreases in discretionary spending at the Ministry.



Subsection A
A.1- Eligibility for Guaranteed Minimum Income Payments (Unemployment Payments) shall cease for any individual barring extenuating circumstances after 18 months of collecting payments.

A.2- Citizens must present proof of being employed for atleast 6 months and loosing said employment to be eligible for Federal Guaranteed Minimum Income Assistance.

A.3- To be eligible for Federal Guaranteed Minimum Income Assistance individuals must provide proof of financial hardship to the Ministry of Health and Social Services.

A.4- While collecting Federal Minimum Income Assistance individuals must demonstrate with proof to the Ministry of Health and Social Services that they are actively pursuing employment.

MessageThe UDPR agrees that this will be an improved budget than the current one giving us a -10.5 billion deficit. This budget is to slash that to a -5.5 billion deficit. The UDPR supports.

MessageThe Eco-Socialists believe that infrastructure spending is badly needed and a program to build the next generation of infrastructure is welcome.

However, we are unwaveringly opposed to cuts to education, healthcare, science and environmental protection.

We are concerned about the privatization of our public works, and worry that private highways, wastewater centres and public transit will not be built in the public interest.

The encroaching privatization of healthcare alarms us.

The cuts and clawbacks of our progressive guarantee of a minimum income for employment insurance and basic income is nothing short of a war against the poor.

We will vote no.

MessageMr. Speaker,

I would like to respond to my colleague Mr. Nadal-Wood of the ESM, the cuts to Healthcare, Social services, and education are clearly laid out in this budget proposal. The cuts to the Social services and healthcare budget will be funded by changes in legislative policies. I can agree with you that the cuts to Education are less than desirable but Austerity is needed now. We need to trim our budget and ensure the financial longevity of the Treasury.
