| Members of Congress, This bill we propose aims to insure the safety of our citizens. Chemical and biological warfare can be used against us if we use against the enemy. The use of chemical, biological or nuclear weapons for any reason during a war can easily be wrongly used. We do not wish for Baltusia to be accused of a war crime due to a miscalculation.
