Votes: This bill presents the formation of a cabinet. It requires more than half of the legislature to vote yes. Traditionally, parties in the proposal vote yes, others (the opposition) vote no. This bill will pass as soon as the required yes votes are in and all parties in the proposal have voted yes, or will be defeated if unsufficient votes are reached on the deadline.

I, His Imperial Majesty, Nikolay Kirillovich I, Emperor of all Trigunia, Tsar of the Rodshyans, Hetman of the Kozaks and Kaiser of the Tirgith Hulstrians, hereby appoint the most honourable leader of the Monarchist Party as Chairman of the Committee of Ministers and give him the right and authority to appoint His Imperial Majesty's Committee of Ministers. I put this Decree before the Imperial Assembly.

MessageOOC: The Emperor is appointing the Prime Minister and the Prime Minister will appoint the government - i.e., if this bill is passed, the Monarchist Party will have to propose a government which it wants to have.

MessageOOC: I think you do not understand - according the constitutional framework (http://classic.particracy.net/viewbill.php?billid=503693), the sovereign appoints the Prime Minister. Then the Prime Minister appoints his government. This bill is of course the appointment of the Prime Minister only so the only thing that matters here is the HoG position - all others are unimportant for the time being.

MessageOOC: While I have IC objections to this procedure, it has OOC difficulties too. It works fine if players agree to abide it but it should be suggested that any other player is required to support this bill or this system of government since it contradicts the game mechanics (within which anybody can propose a cabinet proposal). I'm just concerned that it is presented as being the case the other players have to oblige.
