MessageMr Speaker,

This is an inflexible and silly proposal. What determines a "close ally" for a start? Surely dealing with situations on a CASE BY CASE BASIS is wholly efficient and avoids any loopholes. The only reason this would be proposed to be changed is for the sheer sake of it. Methinks Forwards Republic has run out of ideas about what they stand for!
