What gives the government to intrude on the right for someone to pass their belongings onto their loved ones once they are gone?

I assure you that in some cases those "belongings" are millions worth of companies and vast sums of money which if not regulated may be inherited by a "loved one" with foreign citizenship allowing for tax evasion and sometimes a financial fraud. That's why we believe that is it necessary for the government to oversee the process of inheritance. This will also secure family members excluded from the last will of the deceased.
