HEALTH BY COMMUNITIES HEALTH FOR COMMUNITIES ACT
"HBHF ACT"

The Senate of the Republic of Cildania hereby rules that:

SECTION 1. TITLE

1.a. This bill shall be referred to as the "Health by Communities, Health for Communities Act" or the "HBHF Act."

SECTION 2. DEVOLUTION OF RESPONSIBILITIES

2.a. The federal regulations regarding food safety standards are hereby repealed effective by a date of one (1) year after the passage of this act.
2.a.i. Local governments must have passed regulations that meet or exceed current federal standards by a date of six (6) months after the passage of this act.
2.a.ii. Local governments that do not pass individual regulations will inherit existing federal regulations and the odus of responsibility for said regulations.

2.b. The federal health care regulations and services are hereby suspended and repealed effective a date of one (1) year and six (6) months after the passage of this act.
2.b.i. Local governments must pass health care regulations and implement services that meet existing standards or exceeds current provisions by a date of one (1) year after the passage of this act.
2.b.ii. Local governments that do not pass new regulations and do not implement services by the date listed in 2.b.i. will inherit prior federal regulations and services and the odus of responsibility for said services and duties.

2.c. The federal regulations on health and safety, including enforcement services, are hereby repealed ans suspended effective a date of one (1) year after the passage of this act.
2.c.i Local governments must pass new regulations and implement services and duties related to those regulations that meet or exceed current provisions by a date of six (6) months after the passage of this act.
2.c.ii. Local governments that do not meet the provision of 2.c.i. will inherit prior federal regulations and responsibilities along with the odus of spending and service.

2.d. Federal regulations on tobacco are hereby repealed and suspended as of a date of one (1) year after the passage of this act.
2.d.i. Local governments must pass new regulations that meet or exceed current standards and include provisions banning the sale of tobacco to minors and implement enforcement of those regulations by a date of six (6) months after the passage of this act.
2.d.ii. Local governments that fail to meet the provision of 2.d.i will inherit prior federal regulations and responsibilities along with the odus of spending and service.

You need not worry about parts of our nation facing reduced coverage or regulations - the act ensures that the new local regulations are of the same or better standards than existing federal ones.
