MessageMiriam Berg, Minister of Finance:

I introduce for debate the above income tax proposal. I have devised a system that benefits the majority of our citizens but still increases overall tax revenue for the government. Current GDP per capita in Aloriais 4855 ALO. This tax proposal ensures that anyone on an income less than 9800ALO (just over double the current GPD per capita rate) pays less tax than they do at present, primarily by greatly increasing the tax-free threshold. It sets clearer and more targeted tax brackets, simplifying the system from 5 brackets down to 4. Tax revenues are estimated to increase by approximately 4.5 billion ALO as a result of these measures.

To simplify this the table below sets out estimated tax savings based on income:

Current Income Current Tax Payable Proposed Tax Payable
1000 36 0
2000 216 135
3000 396 315
4000 576 495
5000 766 675
6000 956 895
7000 1156 1115
8000 1356 1335
9000 1566 1555
10000 1776 1787

MessageThe finance minister has just told a lie. She just told us that anyone earning less than 9800 ALO will pay less tax than they do at present. This is clearly not true. Let's take a citizen earning 9800 ALO. Currently, they will pay 21% of the earnings in tax. The bill proposes they will pay 26%. Clearly, the finance minister is trying to mislead the Alorian people. Someone earning 5500 ALO currently pays 19% tax. Under the new system, they would pay 22%. Under the new system, someone earning 6000 ALO will pay the same amount of tax that someone earning 10000 ALO under the old system would - that cannot be fair. In fact, the true figure is anyone earning 5000 ALO or more will get a tax hike. The minister also claims this will increase tax revenues by 4.5 billion ALO. In fact, it increases taxes by only 3.1 billion ALO. We will definitely be voting against this bill.

MessageMiriam Berg, Finance Minister:

It would seem the AIP lack an understanding of the Alorian tax system. Tax operates under a progressive regime in this nation. What this means, under our proposal, is that someone earning 9800 ALO pays no tax on the first 1250 of their income, pays 18% on their income between 1250 and 5000, 22% on their income between 5000 and 9700 and 26% on their income between 9700 and 14500. I stand by the calculations listed in my previous statement. The increase in revenues figure supplied was correct at the time of writing. Revenues have since changed as they have a tendency to do in these difficult economic times.

As with much of what comes out of the AIP of late their message regarding this Bill speaks to simplicity and populism. A path, I would think, Mr Ellis has learned holds little reward. For a party in support of tax reduction not to support a Bill that does just that for anyone on a wage less than double GDP per capita is a contradiction. Though I suppose Mr Ellis, the anti internationalist that he is did just support the recent Dorvish trade pact so what does he stand for really?

MessageThe fact is the minister lied about the amount of additional tax revenue this new system will make. Furthermore, the minister talks about additional tax revenue like it's a good thing; what we need is lower tax revenues and lower spending. She also mentioned populism. Minister, a populist is someone who seeks to represent the ordinary people. Of course we are populists! We are proud to be populists! She also wrongly accused me of being anti internationalist. More lies! I believe in cooperation with our neighbours and allies, which is exactly why my party proposed an intercontinental high speed rail link. My party believes in free trade, which is why we voted in favour of the Dorvish trade pact.

Unfortunately, due to these recent events and the DA's unwillingness to work in a useful manner with us, their coalition partner, all AIP cabinet ministers will be resigning from their posts.

MessageMiriam Berg, Finance Minister:

We welcome the resignation of the AIP from Cabinet. You increasingly extreme rhetoric is off-putting to voters as evidenced by your parties continued poll slump. I don't imagine it will be long before your senators are knocking on the door to replace you.

If we want to get honest about the high speed rail project, I have before me the transcript of conversations between our party leadership and the AIP evidencing the fact that it was our party, the DA, who raised the idea of this infrastructure project. I submit these transcripts for public distribution. You may well have initiated construction and reached out to Dorvik but do not for one second believe that you are solely responsible for this nation and economy saving project and now the world will know.

With respect to your arguments, the fact remains that at the date of publication the savings were correct and listed as an approximate saving only. Revenues do change as employment and wages change and this has impacted the potential revenue growth under the Bill. Now is not the time to be slashing spending. The economy is only just beginning to recover and to withdraw the level of government spending your Bill proposed would decimate the economy.

This tax Bill is measured and has been considered for many months before we brought it to the floor of this Senate for debate. If we assume an average workers wage to be equal to GDP per capita then this tax Bill rewards workers earning up to twice the national average with tax cuts. We full endorse this Bill as it stands and encourage parties across the political spectrum to support our low and middle class workers by reducing their tax liabilities. To not do so would be to punish them and to continue to reward the 'top end of town'!

MessageMrs Berg, I am very concerned about your lack of understanding on the economy. You claim that our budget and tax proposal would be harmful because we proposed to cut spending. It's true that the bill would see spending cut to 98bn ALO, however only one government department was being cut and that was education - one of the government departments you are planning to cut. We planned to raise spending on internal affairs and trade and industry. You plan to cut defence spending, nearly in half. That is quite frankly disgraceful. Many jobs in the military and defence will be lost under your plans! Now, Mrs Berg, please explain how we are the party that would damage the economy?

The high speed rail project, which you rightly say you proposed, was funded, developed and initiated by my party! It was an AIP prime minister who had the idea of an intercontinental link - a prime minister your president decided to remove from his position as prime minister in there 4208 cabinet proposal. Without us, the economy would be in a worse shape.

You also continue to attack my populist rhetoric. In doing so, minister, you are attacking the ordinary people of this great nation. I'll advise you again to check what the definition of a populist is. It is someone who listens to the ordinary people. Minister, do you have a problem with that?
