Local institutions and people have a better knowledge of the environmental and socio-economic problems of the area and therefore are best placed to enhance and protect the environment if they are given clear rights and obligations with regard to natural resources. After all a higher level of responsibility in decision making will be accompanied by a higher motivation for a more efficient use of natural resources.

And above all it allows the building of local capacities for the provision of services that are more consistent with the local requirements.
