| Camilla Fiorenti, President of the Council of Ministers: "We present this bill to protect our citizens, as consumers as well as workers, by abuses and unethical behavior into the new market of the Healthcare and of the Pensions. It will be divided in "Patient's and Health Right Chart", "Agreement for the health and pension assurance for the Workers", "Social Coverture for those unable to afford an assurance". With these text (OOC: RP), the State will introduce: - Protection for the patients so that to assure the rights to Health: https://en.m.wikipedia.org/wiki/Right_to_health - All the healthcare assurances shall assure in all the healthcare structures the first aid coverture. - All the healthcare assurances shall not discriminate in treatments and services coverture so to assure an universal minimum standard to all the customers which respects the quality standards enforced by the State: https://en.m.wikipedia.org/wiki/Health_equity - The State shall provides a "National Social Assurance" (NSA) for Healthcare and Pensions to those who cannot afford a healthcare and a pension assurance which shall respect the quality standards enforced by the State, this NSA will be part of the provisions of minimum income as per law. - The State shall accord fiscal deductions and subsides for all the citizens on the basis of their income with a progressive principle which will assure, especially for those with low incomes, a total coverture for the healthcare expenses. - The employers shall establish agreements for health and retirement insurance to offer social coverage to their employees. Expenses will be covered by the employers for a 65% wich have rights to a fiscal deduction for the expensses (the remainder will be paid by the salary of the employee who will benefit from the deductions and/or subsidies already described in the previous paragraph). - The State shall enforce the highest quality standards of healthcare and shall assure that the pension coverage assures a reasonable and decent quality of life. |
