The armed forces must be democratised and professionalised as well. We propose to replace the Blue Horde with a national army made up of officers appointed for excellence and revolutionary spirit instead of birth. The new army shall be called the People's Democratic Horde

- The First Worker shall be the Supreme Commander of the People's Democratic Horde and shall exercise his authority only on the advice of the Revolutionary Council.

- All Jelbanian citizens who are so qualified may serve in the People's Democratic Horde. Appointment and/or promotion to the officer class shall be based on merit, loyalty to the Jelbek Revolution and its aims and exhibition of sufficient revolutionary spirit as certified by the People's Democratic Horde's Office of Revolutionary Affairs.
