ARTICLE 5A - The President of the Federal Republic of Dorvik:

§ 1. The President of the Federal Republic of Dorvik shall be the Head of State of the Federal Republic of Dorvik and shall be the guarantor of the continuity of the Republic authority.

§ 2. The President of the Federal Republic of Dorvik shall be elected directly by the people in universal, direct, equal and anonymous election for a four-year term.

§ 2a. The election of the President of the Federal Republic of Dorvik shall be held simultaneously with the election to the Federal Assembly.

§ 2b. In case of the shortening of the term of the Federal Assembly and calling early federal election the term of the President is also the subject to shortening and a new presidential election shall be held according to § 2a.

§ 2c. The election of the President is held in a two-round system. If no candidate accumulates more than half of votes in the first round, a second round is called with candidates with the highest score in the first round. The candidate who accumulates the higher amount of votes in the second round is elected the President of the Federal Republic of Dorvik.

§ 3. On assuming his office, the President of the Federal Republic of Dorvik shall take the following oath before the assembled Deputies of the Federal Assembly: “I swear that I will dedicate my efforts to the well-being of the Dorvish people, promote their welfare, protect them from harm, uphold and defend the Constitution and the laws of the Federation, perform my duties conscientiously, and do justice to all. So help me God.” The oath may also be taken without religious affirmation.

§ 4. Only a Dorvish citizen who, no later than the day of the elections, has attained 35 years of age and has a full electoral franchise in elections to the Federal Assembly, may be elected President of the Federal Republic of Dorvik. Any such candidature shall be supported by the signatures of at least 100,000 citizens having the right to vote in elections to the Federal Assembly.

§ 5. An Individual may not be elected the President of the Federal Republic of Dorvik for more than two consecutive four-year terms. - NOT ENFORCED

§ 5a. An Individual may be elected for the next term after a four-year interval since leaving the office of the President of the Federal Republic of Dorvik. - NOT ENFORCED

§ 6. If the President of the Federal Republic of Dorvik is unable to perform his duties, or if his office falls prematurely vacant, the President of the Federal Assembly shall exercise his powers.

§ 7. The President of the Federal Republic of Dorvik after taking office may not be a member of the federal government, or a legislative body of the Federation or of a Federal State.

§ 7a. The President of the Federal Republic of Dorvik may not hold any other salaried office, or engage in any trade or profession, or belong to the management or supervisory board of any enterprise conducted for profit.

ARTICLE 5B - Responsibilities of the President of the Federal Republic of Dorvik:

§ 1. The President of the Federal Republic of Dorvik shall represent the Federation for the purposes of international law. He shall conclude treaties with foreign states on behalf of the Federation. He shall accredit and receive envoys.

§ 2. The President of the Federal Republic of Dorvik shall appoint and dismiss federal judges, federal civil servants, and commissioned and non-commissioned officers of the Armed Forces, except as may otherwise be provided by a law.

§ 3. The President shall exercise the power to pardon individual offenders on behalf of the Federation

§ 3a. The President of the Republic shall grant Dorvish citizenship and shall give consent for renunciation of Dorvish citizenship.

§ 3b. The President of the Republic shall confer orders and decorations.

§ 3c. The President may delegate these powers to other authorities.

§ 4. The Presidential Chancellery shall be the organ of assistance to the President of the Federal Republic of Dorvik. The President of the Federal Republic shall establish the statute of the Presidential Chancellery and shall appoint and dismiss its Chief.

§ 5. The President shall be advised by the National Security Council established to inform the President on the issue of internal and external security of the State.

ARTICLE 5C - National Security Council:

§ 1a. The National Security Council, in case of a disturbance of the normal functioning of the State, is entitled to issue decrees to re-establish law and order.

§ 1b. The National Security Council's decrees are enforced as law with immediate effect.

§ 1c. The National Security Council's decrees are binding for the period of 90 days.

§ 1d. The National Security Council's decrees can be repealed by 3/5 majority (303 votes out of 505) in the Federal Assembly.

MessageOOC: I don't see the need of the term limits (§ 5. An Individual may not be elected the President of the Federal Republic of Dorvik for more than two consecutive four-year terms. - NOT ENFORCED) But as it's not enforced I take no great issue. I still don't get why it was even put though, plus I wouldn't even support term limits anyway.
