Rachele Delfina, Whip of the Confederazione Capitalista, introduces the following proposal: Whereas the Rights of Workers to engage in productive Activity must be upheld; Whereas the Rights of Employers to direct such productive Activity must be upheld; and Whereas Free Markets orchestrated in a Capitalist System best provide for the People; Therefore, be it enacted by the Camera dei Deputati: -Only open shops are legal. -No employees may engage in collective bargaining -The government has no policy concerning daily working hours. -Employers are free to fire workers who go on strike. -There is no provision for a minimum wage. -Secondary strike action is illegal. Workers and unions can only go on strike for their own pay and conditions. -All strikes are illegal. |

Proposal[?] to change Closed shops are places of employment where only members of a specific union are allowed to work; union shops can hire non-members, but these have to become members after a certain time; agency shops can hire non-members, who have to pay a fee to cover the unions costs.
