Description[?]:
This bill will stop the Anti-Alorians from brief periods of instability in the middle of stable ACness. If you're not organized enough to get HoS, your movement is doomed to failure and all it does is give a term of instability in the middle of stability. It will also lengthen terms to additionally stabalize things. |
