Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

This bill will stop the Anti-Alorians from brief periods of instability in the middle of stable ACness. If you're not organized enough to get HoS, your movement is doomed to failure and all it does is give a term of instability in the middle of stability. It will also lengthen terms to additionally stabalize things.
