Description[?]:

As Prime Minister of Malivia, I hereby proclaim that education is a right to all citizens of Malivia.

Aims and Objectives: To provide a holistic educational curricculum centered around empowering youths and building a generation today for tomorrow focused on core subjects areas such as History, Science, Maths, Sex education,Information Technology, English, A foreign language,Civics, Physical Education, A skill, and application to non governmental volunteering organisation once in Primary or secondary school to which after their schooling they must serve a term in the military

ARTICLE 1

This act hereby reaffirm the enactment of these education policies and rules of Malivia such as:

Section-

(1)There is a National Curriculum which all schools are obliged to follow.

(2)Charter schools must be non-profit and have a specific focus.

(3)Education is compulsory, but homeschooling is permitted.

(4)The age until which students, if education were to be compulsory, are required to be educated is 18

(5)Teachers are forbidden from striking children and may only use non-contact discipline (detention, expulsion etc)

(6)All adults upon completion of schooling must serve a term in the military but can shorten their term/forego it completely by paying a certain amount of money.

(7) All school students (7-18) once registered to a school must be a member of a non-governmental voluntary organisation

(8) And any other laws thereof that pertains to education policy and system shall be made part and parcel of this bill

This bill seeks to revamp the educational curriculum in these phases:

(A) Within the Primary School system( students ages 5-11) will see the introduction of woodwork, local Civics and a foreign language to students in Primary schools 8 years ad over along with the teaching of local history. Gardening will be taught also at this level, sex education and introduction to Chess game at age 10.

(B) Within the Secondary Schools system( students ages 11+ -16) will be taught core compulsory courses in History, A Science, Mathematics, Information Technology, English Language, A foreign language, sex education, Local Civics, Physical Education and A skill. At this level, students will be required to play chess or go games at any age.

(C) At College and Universities, all students will be required to take a course in politics, government, statistics, integration studies, Computer Science and law.

POLICY

Additionally, as part of government's policy, there will be the rehabilitation of all public schools phase by phase( Primary to College) to retrofit them with whiteboards and computers that will replace desk and books, Technology will be integrate learning from teacher to student via computer to which also on that computer they have access to required readings, can ask teacher questions and also do their work that is assigned to them. The aim of the government is to create an efficient system with the need for less paper.

There will also be the building of 400 secondary schools, 900 primary schools and 80 colleges. The government will also hand out 30 additional scholarships for college and university student 15 each in priority areas in law, robotics/technology, engineering, bioengineering and Mathematics. Moreover, the government will build a state of the art STEM facility/ educational institution (Science, technology, Education and Mathematics) which will be an addition to all colleges that will focus on software enginerring, creation of robotics and apps.

Furthermore, all schools will be built in a manner to facilitate the differently abled and built in accordance to Diaster Risk Reduction standards, with them being able to withstand strong natural hazards/disaster, with them being fitted with tanks, emergency exits, elevators and also solar panels. Also, it is government priority that the ratio to the student to be 1:25 in Primary, 1:15 in secondary, 1:19 in college and 1:30 at Universities.

There will be a school feeding program based on a healthy diet being fed to students for free by all schools except that of college and Universities.

All Schools will participate in these main events:

(1) Annual Public Speaking Competition( Primary, Secondary and College levels)

(2) Annual Interschool Sports( Primary, Secondary and College levels)

(3) Annual Chess game competition (Primary and Secondary levels)

(4)Annual Spelling Competition (Primary Levels)

(5) Annual Robotics and Coding Competition ( College and University level)

Cost/Budget- Old Budget is 1.1 Bllion MCR. New proposed budget to cover cost of the implementation of all these programs and policies is estimated to be 15 billion MCR which will see government allocated spending to Education at 17 billion MCR + 1 billion for culture =18 Billion overall for Education and culture which will amount to an increase of 15 billion dollars

MessageMr Speaker it gives me great pleasure as Prime Minister to move this bill in the name of the Minister of Education and Culture. this bill Mr Speaker will transform Malivia positively for generations. A society cannot advance without the education of its people and in these advancing technological times Mr Speaker, we too in Malivia should adjust and equip our citizens with the necessary tools to survive and thrive.

I hereby implore members to ask any questions pertaining to this bill for clarification and also to add suggestions to which ill be ready and willing to listen and consider.

MessageWe think that only private schools that are dedicated to handicapped children should be found by local governments not the others.

We propose a limit for the homework for primary school and a decrease in the ratio of pupils per class in that level.

We insist on more practice in the subjects and less theory , and I miss ,art, music and dance, first years should have many optative subjects in order to find our students' strong points.

We should subsidize too international projects as cultural and language exchanges with other nations.

And we think that there are too much competition when the most important thing we have to teach to our children is COOPERATION AND TEAM WORK.

MessageMr Speaker my honourable member from Winds of change made some substantive points and I will make note of those suggestions to be taken into consideration by the ministry of education. That being said, on the matter of cooperation and team work, that's why we suggest Mr Speaker that students be members of voluntary non governmental organizations such as boy scouts, girl guides and soon also cadets where they will learn the importance of not only teamwork and cooperation, but basic life skills such as cooking, cleanliness, map and compass etc but we also realise that competition also brings out the best in people and it is necessary.
Also Mr Speaker, art, music and dance are still taught in schools, but they're not compulsory for students. What this bill and reform has done, is to identify core compulsory subjects or courses students must do while at the same time they can also choose from various other subjects to which they want to do
However , I do believe that we can indeed lessen the ratio for teacher to students in primary schools though it will be costly. On the matter of theory, this reform has actually, if one looks at the core subjects, has mixed theory and practice, in that subjects like politics, law , history and civic may be seen as theoritically subjects but equally also there's practice in terms of gardening, robotics, woodwork , mathematics , IT and science.
At the end of the day Mr Speaker, my party and government will want students to be holistically equipped to take on the workforce. The workforce demands many lawyers and those skilled in science, mathematics, coding, robotics etc but Ignis also important they know of their history, learn how government works, leadership and law.

MessageMr Speaker, Competition is necessary ,of course, but what we say is that cooperation must be teached in all subjects not in specific activities.

Government shouldn't subsidize programms and activities that separate boys and woman, we believe that schools that aren't mixed must be banned or not subsidized as religious school.

Respecting Arts , we think they must be compulsory at least in some points of the Education, if not, our students' education wouldn't be completed. If we don't impulse creative people that now are known as "entrepreneurs" don't expect big succes.

What is that of singing the national anthem everyday? Is not necessary, is like praying everyday, it's a waste of time, and don't talk now about patriotism because patriotism is paying the taxes and work for our country everyday.

We should subsidize programms and courses in order to get a more practical education , we must eliminate this Education based on memorize everything.

We also think that there shouldn't be a compulsory military service, it would be voluntary but if someone rejects to do it , he or she must do a social contribution.

MessageMr Speaker though I understand where my fellow colleagues in winds of change party is coming from, we have to be realistic on what the economy and market is looking for. This bill specifically is geared towards the intention of ensuring that when our young people leave the school system, they can be employed. This bill is about job and wealth creation.
My honourable friend has mentioned that the teaching of the arts and music are important and yes I agree they are which is why we haven't vowed to remove them from the syllabus. We are saying students can still choose whether to do those subjects or not. We do not believe the market has a high demand for musicians and artists. What we do know is that innthis technological advancing age, the market is looking for software engineers, mathematicians and that at least everyone should have an understanding as to their history to make better decisions today and also know how the system works pertaining to governance and the laws that governs them.
Moreover we have focused on skills training in the event that some will want to be entrepreneurs in developing new farming methods to supply food as farming is important for sustainable development. How many employees in the free market are looking for musicians and artists? Is it that we want our young people to not be employable?
Mr Speaker, even further , Article 3 is to subsidize tuition for low income earning families with students which we think is just as we believe in looking out for the poor and vulnerable. What we do not believe is for the state to cover those that can afford to pay which will be a wastage of government funds as we can allocate those monies in other sectors as we are also focusing on building our military.
Also, why not have local government in charge of funding private schools? Local government raise monies through their own tax system and should be allowed to spend it however they see fit. We made that decision because we do not want the federal government to allocate funds to private schools but we know there may be some private schools that may need some extra funding.
Lastly Mr Speaker, I repeat again , student can do music, art and dancing but they're not compulsory, they're optional and nothing is this bill is preventing student exchange between our students and schools and those abroad.

MessageMr Speaker, I will take the argument of winds of change into consideration and remove article 4. Although I hope the honourable member will realise, that the current laws suggest that children should sing the sthem while the law I proposed is that they don't have to sing, but at least show respect when it's played.
