This act shall liberate the means of production from the central government, restoring such authority to freely elected workers councils, private industries and individuals
Article One
Be it enacted that the state shall allow the formation of private industries
Section A Definitions
a.State- Any entity exercising economic activity on the behalf of the larger community.
b.Private Industries- A party or an individual exercising economic activity on its own behalf.
c. Individual- A singular person, or such persons immediate family
d.Professional Union- A registered and recognized entity advocating on behalf of a group of laborers
Section B Regulations Individuals
b1.All indiviudals shall have the right to exercise economic activity on their own behalf
Section C Regulations for the Formation of Private Industries
c1. Any collection of individuals exercising economic activity on their own behalf shall make up a Private industry
c2.All Private Industries shall be formed according to a charter.
c2 (a) Charter- a legal document outlining the organization of a private industry. It shall detail the means of supervision, the rights of its employees and the rates of compensation for such employees.
c2.1. A Charter shall be drafted in concert with prospective employees and relevant professional unions
c 2.2. A Charter must be approved by the local Peoples Congress
c2.3 A Charter may be amended by a majority vote of employees within the private industry; without the approval of the local Peoples Congress
Section D- Regulations for the Sanction of Private Industry
d. Any contravention of an approved Private Industry charter shall be grounds for the confiscation of resources or the dissolution of the offending Private Industry
d1.Any individual employees by a Private Industry shall have the right to report violations of such charters to their professional union.
d2. Professional unions shall be responsible for gathering evidence of specific violations and filing suit with the local Peoples Congress
d3. The Peoples Congress when presented with a suit shall grant a hearing in which both the relevant Private Industry and Professional Union may advocate to either prove or disprove the charter violation in question
d4. Upon the hearing the Peoples Congress shall decide upon the penalty for any charter violation deemed reasonably proven.
d4.1 Such Pentalties may only extend to the revocation of the Private Industry charter and may not extend to a criminal penalty for any Party involved
d 4.2 No right of appeal shall be granted for the sentence invoked by the Peoples Congress after such a hearing by either party
