This bill will grant powers to local governments to decide on matters pertaining to forestry protection. Reason being is that in places where there's heavy forestation, local government should have the ability, in interest of development to decide whether it should be cleared or not for developmental purposes.
If such powers are in the hands of the federal government, it may stifle development in some places or can also lead to the total lack of regulations on forest protection. Thus, with local government, these bodies can access whether or not a forest within their district should be cleared or protected based on their own needs of their constituents.
