Article 1 - Territorial Management (Zoning and Density codes)
1.1 The federal government shall work with State and municipal governments to adopt regulations (master plans, form and zoning codes) which aim to achieve greater mixing of uses and gradual, sustainable densification as primary policy goals.
1.2 The federal government will issue guide books and model codes to aid municipalities in achieving these planning objectives, focused on methods to ensure development is culturally acceptable and comfortable to inhabitants.
1.3 The federal government mandates municipalities to adopt participative planning consultations available on locally triggered petitions or referenda.

Article 2 - Public Transportation
2.1 The federal government shall convene a council of municipalities with the goal of rapidly expanding public transportation options.
2.2 The government shall prioritize mass transit infrastructure projects.
2.3 The federal government, upon request from state governments, may allocate a share of funding to public transportation projects not exceeding 40% of the total cost from the infrastructure and transport budget.

Article 3 - Active Transportation
3.1 The ministry of Infrastructure and Transportation shall develop new street and highway design guides and codes which emphasize holistic and complete street approaches to ensure cyclist and pedestrian safety.
3.2 A national inter- and intra- urban system of bike highways shall be developed and expanded.

Article 4 – Inter-regional Highway Network
4.1 The federal government, working with state and local governments, shall be mandated to refurbish and renovate the Inter-regional highway network
4.2 The government shall be mandated to intervene on a highway segment, ramp or interchange when:
4.2.1 the infrastructure is in a state of disrepair, from or as a result of the civil war;

I thought we had already put in place to Eco-Soc Car sharing program.

As for the rest we will not except Article 1.

We can also support Articles 3-5, o the condition of some modifications.
- That Article 4 is rewriten as so these, "Bike Highways" are intergraded with our current highway systems, as to save space and make it more efficient.
- That Subsection 5.2.3, be Omited, this is a local problem, not a federal problem as such the costs should be paid by the local governments not the Federal, nor state.

Mr. Speaker,

The Whig Party supports the general direction of this bill but request modifications for our support. We would like to see Article 1.3.1 removed, we oppose Article 2 in it's entirety, and lastly we wish to see Articles 5.2.2 & 5.2.3 removed. With those modifications this bill would have our support.
