Rutania has a large set of natural resources that could be being better used to benefit our people and our economy, through the reforms in this bill we believe tens of thousands of jobs can be created. |

Old value:: Local governments are required to operate forestry agencies, which own and manage all forest land.
Current: There is a national agency which owns and manages all forest land.
Proposed: There is a national agency which owns all forests, but subcontracts the work to private companies.
Article 2
Proposal[?] to change The government's policy on tree plantation.
Old value:: The government requires tree plantation at replacement level for all logging or clearance operations.
Current: Local governments may set plantation policy.
Proposed: The government encourages, but does not require new and replacement plantation.
