| Honourable Ladies and Gentlemen, Weapons of Mass Destruction are vital to our security, and they should not only be there as a Weapons, but also as a preventive measure, meaning nobody will touch us, as they know of our potential. This however can only be done, if we have the possibility to use them at our discretion. Otherwise they are not a threat, and our enemies will not respect us. Our friends have nothing to fear, that is what allies are. But our enemies should know that we will not be afraid to retailiate.
