Preamble Rutania’s large cities are hubs of innovation, creativity and drive our economy. These cities are also host to a variety of urban issues, for which the current municipal structure does not adequately respond. The purpose of this act is to clearly define metropolitan municipalities and their powers, and to create a new constituent of these special municipalities, the borough. Article 1 – Metropolitan Municipalities 1.1 The four largest cities of each state shall be designated as Metropolitan Municipalities, whose structures and powers are herein outlined in this act. 1.2 Metropolitan municipalities shall be consolidated cities; metropolitan municipalities should contain most of its corresponding metropolitan area including the central business district, inner neighbourhoods, inner and middle suburbs and some outlaying suburbs. 1.3 Metropolitan Municipalities shall be governed by democratically elected city council. 1.3.1 City council shall be composed of local city councillors and one at-large metropolitan mayor, elected regularly by citizens of the municipality 1.4 Metropolitan Municipalities shall have the following powers: 1.4.1 Regional development and intergovernmental affairs; 1.4.2 Regional transportation planning, including public transit; 1.4.3 Public security bylaws and policing; 1.4.4 Local property taxation and metropolitan budgeting. Article 2 – Boroughs 2.1 Metropolitan municipalities shall be composed of constituent boroughs at a neighbourhood level. 2.2 The constituted boroughs of each metropolitan community shall be defined in an additional Appendix. 2.3 Boroughs shall be governed democratically by an elected borough council. 2.3.1 Borough council shall be composed of city councillors representing districts contained in the borough, and an at large borough mayor who equally serves as a city councillor in the metropolitan city council. 2.3.1.1 Boroughs have the power to further define borough councillors who serve only as members of the borough council. 2.4 Boroughs shall have the following powers: 2.4.1 Removal and disposal of household wastes; 2.4.2 Social and local development, including local urban planning; 2.4.3 Planning and management of local parks and recreation; 2.4.4 Maintenance and construction of local roads; 2.4.5 Issuing of permits; 2.4.6 Public consultations and dissemination of information. Article 3 – Implementation 3.1 Following the passage of this bill, state and local governments shall be designated 24 to 30 months to establish metropolitan municipalities, constituent boroughs and their corresponding municipal entities; these defined bodies will enter into effect as legal entities 6 months before the next municipal elections. |
