The Ministry of Finance created this budget from the surplus gained from the Income Tax Proposal of July 4221 http://classic.particracy.net/viewbill.php?billid=522622

This is still not enough to adequately fund our nation's needs, but is preferable to the disastrous budget from before. We recommend the Senate accept this budget and then look at raising taxes again.

Defence and Tourism are the only departments 100% funded.
