Honorable Ladies and Gentlemen, The financial crisis is over and trade has increased drastically with Istalia especially due to the common economic area and alliance. Now we need to take the daring next step to emerge as leaders of Majatra, we need to increase our trade capabilities. Of course nothing can be compared to Konstandia, but its sheer size is not allowed to be an excuse to keep our other ports sub-par. We need to diversify, and now we have the time, resources and necessity to expand. The ports need to also accommodate our navy, and therefore expansion is long overdue. We can not overrely on Konstandia. The reputation of our Navy is on the line! Thank you for listening, and we ask the Nacia Asemble to let this bill be approved. This is a long term project with big reward - the future of Zardugalo as a world leader in naval trade! Respectfully, Maya Laršen Chief Minister Floriano Spekiosido Minister of Infrastructure and Transport Olica Mitra Ministry of Trade and Industry OOC: 1. Finance 50% of yearly government spending on Infrastructure + 50% of yearly government spending on Trade will be used to either expand and improve the ports listed below, or cover the maintenance costs of ports running during the project. This spending pattern only applies during the effect of the bill, as long as the ports are expanded and improved. 2. Ports Gatineo; Limestoi; Maniopolo; Leukopolo; Darmopolo; Sebastino. 3. The Extent of Expansion: Total number (including pre-expansion) of actual twenty-foot equivalent units (TEUs) transported through the port. Predicted data after expansion listed in thousands of TEU. The estimated time for the completion of the expansion target fully is up to 20. years. The bill will provide port expansions with funding for the next 25 years, afterwards this bill is void. Should the target time be overachieved, and the port expansions be completed earlier than 20 years, this bill will continue funding the maintenance costs until 20 years from now, if the port expanions are completed after 20 years but before 25, the bill is automatically annulled. 5. a. As private enterprise will do it cheaper, faster and with better quality in a competitive environment, there will be an open bid to all private companies, with every port having its own bid. b. Regional companies of the Štato in question and Zardic companies will be preferred in case when a foreign company offers the same terms, conditions and price. c. Of course, according the the laws of the free market, the company with the best offer will receive the contract, after all we are acting in the interest of the taxpayer. 6. It is in our prime interest to creat jobs here in Zardugalo and boosting homegrown companies and corporations, whilst at the same time trying to maintain fair chances for any company to get the contract according to free market laws and taxpayer interests. 7. This bill requires a 2/3, constitutional, majority to pass and is irreversible due to the nature of the bill, as we can not stop suddenly stop construction. |

Message | Mr. Speaker, While we are in full support of expanding Zardugal's many ports, we must know who will be responsible for construction and how conditions will be for the construction workers. Message | Honourable Speakers, As Mr. Minority Leader mentioned, there will be an open bid to private companies, with every port having its own bid. Preferably, the company in charge will be a regional company of the Štato in question, however should there be none, it will be a Zardic company, should no Zardic company be willing to take the job either, then we will open it to the global market. It is in our prime interest to creat jobs here in Zardugalo, whilst at the same time trying to maintain more or less fair chances for any company to get the contract. Even though local companies will have to be prefered, to boost small business and give power to the Štato.
