| This is a formal appeal by the Rutinia Party to allow the production of Chemical Weapons. With the Reformation of the Nations Arsenal of Weapons of Mass destruction, the military has been left with the ability to use chemical weapons in a restricted role. As such this is a appeal to allow for the production and storage of chemical weapons, under the watch of the government, as to create a stockpile within reason, for the Rutinia National Guard, Air Force, and Army to use. Article 1, Production and Storage; - The Rutinian Combat Chemicals Company will be formed, under the jurisdiction of the Ministry of Defence, and be given full ownership to the government. --- The Ministry will fund and oversee its operations. --- The Companies perpose will be to produce and create a secure holding area for the nations chemical weapons stockpiles. --- They will be charge with the responsibility of matenance of the stockpile and distribution of Chemical Munitions to the Rutinian Military. --- Production numbers for Chemical Weapons will be capped at a stockpile for reasonable combat effectiveness. --- Production of Chemical Weapons by the "Rutinian Combat Chemicals Company", will be soully to arm the Rutinia Military, any sales of chemical weapons to foreign buyers is prohibited Article 2, Chemical Oversight Committee; - A Committee of 15 individuals will be formed to oversee the operation of the "R. Triple C" --- These individuals will be selected by the current government to serve for 5 year terms --- The committee will make sure the the "R. Triple C" is; A. Operating with the bounds designated in the bills governing them. B. That they are maintaining any and all Chemical Stockpiles at the highest standards posible, as to maintain safety for any people in the vesinaty of the stockpile and to prevent any environmental damage. |
