| ===============PREAMBLE=============== The The Soviet Socialist Republic of Deltaria, the People's Democratic Republic of Jelbania, Kingdom of Jakania and the Union of Kalopian Revolutionary Socialist Vanguardships shall result in a federal union according through international law binding the founding member nations in a very significant federation of revolutionary socialism. The member nations shall take note of every article written in this Constitution based on this international law (OOC: http://classic.particracy.net/viewtreaty.php?treatyid=3733). ==========ARTICLE ONE: The Federation========== ----------(1) The Majatran Revolutionary Socialist Federation is established as a sovereign subject of international law. ----------(2) The jurisdiction of the Majatran Revolutionary Socialist Federation is: ........(a) representing the Federation in international affairs; ........(b) admission of new members to the Federation; ........(c) declaring war and establishing peace; ........(d) ratifying international treaties; ........(e) establishment of systems of domestic and foreign trade; ........(f) establishment of armed forces of the Majatran Revolutionary Socialist Federation; ........(g) establishment of uniform labor laws; ........(h) establishment of a system of weights and measures. ----------(3). All other powers remain under the jurisdiction of member states. ==========ARTICLE TWO: The Federation's Government========== ----------(4) The supreme governing institution of the Majatran Revolutionary Socialist Federation is the Council of Ministers of the Majatran Revolutionary Socialist Federation, composed of the ministers of all member states. ----------(5) The Council of Ministers of the Majatran Revolutionary Socialist Federation is chaired by the Chairman of the Council of Ministers of the Majatran Revolutionary Socialist Federation. ----------(6) The Chairman of the Council of Ministers of the Majatran Revolutionary Socialist Federation serves for a five-year term and is appointed by rotation among the heads of government of the member states in the alphabetical order of the short name of the member states in the Luthorian language; the first Chairman of the Council of Ministers of the Majatran Revolutionary Socialist Federation shall be the head of government of Deltaria, whose mandate shall begin with the official ratification of this treaty. ----------(7) The decrees and decisions of the Council of Ministers of the Majatran Revolutionary Socialist Federation are mandatory for all member states and are executed directly on the entire territory of the Federation. ==========ARTICLE THREE: Rights and Responsibilities========== ----------(8) The decrees and decisions of the Council of Ministers of the Majatran Revolutionary Socialist Federation are published in languages commonly used in the member states (Daralian, Jelbek, Kalopian, Majatran, Turjak). ----------(9) Member states shall have their own budgets and fiscal policy. ----------(10) All member states have the right to withdraw from the Federation. ----------(11) All citizens of the member states possess a uniform federal citizenship. ==========ARTICLE FOUR: Appearance and the Symbols of the Federation========== ---------(12) The Majatran Revolutionary Socialist Federation has its own flag, coat of arms, and state seal. ---------(13) The capital of the Majatran Revolutionary Socialist Federation is the city of Čachtice. ==========ARTICLE FIVE: Constitutional Amendments========== ----------(14) Amendments to the present treaty are subject to the exclusive jurisdiction of the Council of Ministers of the Majatran Revolutionary Socialist Federation. |
