| The BPP is concerned that there is a growing need for care for the peoples of Baltusia and her cities, and that concern manifests itself in this housing policy, which recognises the need for new housing developments, and the need for each tenant to enjoy a degree of security of tenure. The BPP contends that new or improved accommodation is needed for many people within Baltusia; the BPP further postulates the need for the implementation of a 'Homestead Law', enabling each working man to own his house and have it secured to him free of seizure by any man for debt. |
