Dear Members of the Knesset,

the report just issued by Mr Dienesman, is not issued by the Ministry by defence, but shall soelely be seen as a contribution to an emerging white paper which shall be a compromise between this report and the outline of Mr Dienesman. The committee will be seated after the next election to reflect the power pattern better and will work out that compromise with other suggestions as well:

1. Executive summary:

The military forces of Beiteynu are respectable which is supported not only be the recent upgrade of Beiteynu to a regional power but also by the massive investements into the modernaization, e.g. the tank programm. The Rav Aluf with its international unqiue standing within the constitution safeguards a constant monetary support for the Military regardless of the government in business, sth. many governments in Majatra aim for.
But also the expertise of the military of Beiteynu is demanded across Majatra. The constant fight against the minorities provided the military forces with expertise and the close cooperation with the police and security forces strengthes the efficent sharing of information and expertise. Especially in the fight against gurillias and short cross-border actions there is valuable expertise and tailor-made caabilities available as a result of the fight against the minorities.
There are however weak points also within the Beiteynuese military, especially the beaucracy and the selective choice of personnel as wll as several arms embaergos against Beiteynu do restrain the capabilities of the military.


2. Sectional overview:

I. Manpower
According to the official figures of the ministry of defence and the rav aluf the army consists out of 680.000 active soldiers and 600.000 in the active reserve (including the border forces). There was 42,000 active personnel in the Yeudish Navy with 32,500 in reserve. There was 40,000 active personnel in the Yeudish Air Force with 35,000 in reserve. This came up to a total of 762,000 active personnel and 667,500 reserve personnel. All active personnel figures do include conscripts.
The total population of the Yeudish Republic of Beiteynu, as of June 4223, is 99,562,360. By finding the number of people in the work force, defined as men and women between the ages of 15 and 65, in each Mehozot, we were able to calculate Beiteynu's available manpower. The available manpower of Padika is 12,550,759 (62.18% of the population). The available manpower of Tadrika is 12,129,499 (60.82%). The available manpower of Endild is 11,769,349 (59.18%). The available manpower of Fosera is 12,009,860 (60.39%). The available manpower of Kokun is 12,223,371 (61.55%). The total available manpower of Beiteynu is 49,682,838, which is 50% of the total population. Due to current law, all adults upon completion of schooling must serve a term in the military. Aside from certain exceptions due to medical and religious reasons, nearly all Yeudish adults over the age of 15 are fit for service.

II. Armament and Equipments
The defence industry cooperates closely with the Rav Aluf and the ministry of defence to ensure a stable and tailor-made supply of equipment, e.g. through a monthly meeting. As a result of many, not longer exitisitng, amrs embargos against Beiteynu, the manufacturers ability to deliver tailor-made solutions to Beiteynu is extremly high. Nevertheless, the missing inflow of int. workers is harming the technologcial standard. The government tries to balance that out by giving subsidies and by trying to form technology pools with other countries. As yet, no agreement could made possible.
The modernaiazation is taking place in the area of tanks and will continue to modernaize the rest of the army. The two other sections will follow as soon as possible.

III. Appropriations

The GDP of the Yeudish Republic of Beiteynu, as of June 4223, is 3,729,546,129,072 BEI. The government's budget is 1,295,199,999,977 BEI. The budget for the Ministry of Defense is 510,000,000,000 BEI, which is 39% of the budget and 13% of the GDP, which is one the highest figures worldwide in relative terms. The curreng government budget deficit will be eliminated before the next election and does not influence the military at all, since all purchases are covered through the defence budget. The internal system of internal revision is done extremly efficent, to ensure the right allocation of money but also to fight corruption and fraud.
The missing public oversight of military budget is due to the fact that many military informations are sensitive and would threatene dthe existence of the only yeudi state if they were known.



3. Land, Naval, and Air Power

I. Land Systems
The Yeudish Army has 3700 tanks, which include main battle tanks, light tanks, and tank destroyers, 13,000 armored fighting vehicles, which include armored personnel carriers (APCs) and infantry fighting vehicles (IFVs), 1200 self-propelled guns (SPGs), 3400 towed artillery, and 700 multiple-launch rocket systems (MLRSs).

II. Naval Power

The Imperial Navy has 2 aircraft carrier groups, 40 corvettes, 20 submarines, 16 missile boats and 12 patrol boats and many othert vessles. Total Strength: 203

III. Air Power

"Air Power" includes all fixed-wing and rotary-wing aircraft. The Imperial Air Force has 401 fighters/interceptors, 270 fixed-wing attack aircraft, 300 transport aircraft, 210 trainer aircraft, 250 utility helicopters, and 120 attack helicopters.

4. Cyber capabilities:

Due to the enormous expertise in security and opressing minorities the Armed forces have a very sophisticated Intranet, which shields the information from any former opposition and is being exported to three another Majatran states as a result.
The attacking ability is however severly limited.

5. Nuclear Capabilities.

The government and the Rav Aluf have maintained a comprehensive nuclear, chimcal and bilogical weapons programm which was successfully applied at the minorities in the past. As a result the weapons are tested and work efficently. Currently the Rav Aluf is aiming at combining the three weapons in one to maxmimise its effect. A triade is not possible, given the missing land-based nuclear capabilities. Nuclear capabilities are concentrated on sea and air. C+B. weapons are mostly land-based.

6. Conclusion

Based upon the findings in this report, we find that the Yeudish Defence Force is combat-ready and is able to defend the homeland against a foreign attack. There is however room for improvement: The Intranet needs to be improved and an attack component needs to be added. Also this paper wlecomes the government comitment towards a zero budget deficit and the continued funding of the military which is higher then in most of the countries in the world.

7. Recommandations

We offer a number of recommendations to help improve the state of the Yeudish Defence Force and have framed the following recommendations in a 30 year period ending in 4253. The state of the Yeudish Defence Force should be reassessed again at the end of this 30 years period.
We recommand that that more investment into cyber-security is needed, especially in the area of the offensive component. The close cooperation between the military and the securitys services under the Rav Aluf shall remain as it helps to spott dangers earlier then otherwise.
The reform of the following academic institutions is necessary: the Yeudish Military Academy, the Yeudish Naval Academy, and the Yeudish Air Force Academy to bring them in line with new academic thinking. A closer int. cooperations as well as a general onderiaztaion of personnel and equipment is advised.
