Article 1: An early election should only be called if one of the following occasions occur:
1. At least 1/3 of the Congress is left vacant
2. The President and at least 1/4 of seats in the Congress are vacant
3. A government is failed to be created under the Government Procedure Act of 4181(OOC:http://classic.particracy.net/viewbill.php?billid=509506)

Article 2: There should be no more than 1 early election in a calendar year

Article 3: An Early Election can not be called if there is under 4 months until the next regularly scheduled election.

Message"Former President John Fredrickson had repeatedly stated he had a certain set of instances where an early election should be called. This bill he had written and had planned to release himself, but he lost the election and then retired leaving him without a voice to do so. So today I stand before the Congress to propose these rules for early elections. This would prevent the nation from failing into a streak of early elections leaving this nation unsure about each passing government. I hope the Congress can approve these rules, to bring order back to our electoral system.

MessageMy party believes that the elected congress, representing the will of the Beluzian people, should have the final say on when an election should be held. We reject the political class trying to throttle the will of congress with self-serving agreements. If a majority of representatives want an election, an election should happen - simple as that.
