The BPP proposes the creation of combined fire and rescue authorities, bringing the fire service in-line with local policing across Baltusia. Such a Bill would establish combined fire and rescue authorities across Bathusia, to be constituted under the direction of the Secretary for Transport and Infrastructure. The scheme would, subject to accession into law, place any supplementary and incidental provision under the remit of what the Secretary of State considers appropriate. In particular, the scheme would make provision about— (a) the financing of the combined authority (including provision for the payment of expenses out of a combined fire and rescue service fund maintained by the existing authorities (the Secretary of State for Transport and Infrastructure); (b) liability, in respect of loss, suffering or injury by any person in consequence onto the local authorities.
