Members of Congress,

Following discussions with the Joint Chiefs of Staff regarding all other parties' desire to move away from nuclear, biological and chemical apparatus of war, we have decided that we must take action immediately to offset future repercussions and potential consequences.

Therefore, we will look to bolster our traditional armed forces so that we have a large enough conventional deterrent to equalise the weapons of mass destruction potential future enemies may be able to bring to bear. We will call this Operation Human Wave.

To this end, on the passing of this bill we will introduce national service for all school leavers and they will serve two years in the armed forces, swelling our mass ranks at any given time - and we will actively look to recruit these youngsters to stay on after the two years.

Furthermore, we are also considering that all police be issued with, and trained in the use of, military grade weaponry so as to act as a well-trained auxiliary force, should they be required. Although this is only a possibility at this stage.

In addition, we will look to strengthen the role the military has in the recruiting and promotion of officers by transferring this decision from the Ministry of Defence directly to the generals and the battalions they command.

And to pay for this - weaponry, training, national service co-ordinators, recruitment campaigns - we propose an increase in the national defence budget of two billion dollars, taken from the Baltusian reserve.

This decision has not been taken lightly but has the full backing of the Ministry of Defence, the Home Office and the Baltusian army, navy and airforce. It is a pragmatic response to what we see as well-meaning but ultimately naive pacifism, which could leave us badly exposed if we come up against an enemy that embraces nuclear weaponry or other weapons of mass destruction.

Let us be clear that while we feel it is necessary to take this action we will tirelessly continue to pursue multilateral disarmament with the international community and if that is secured would feel comfortable in repealing the national service law and reducing our conventional armed forces.

We will leave this in the debate stage so we may attract responses and amendments from other parties.

With all due respect, you had more than seven months to lodge your objections to this bill, suggest amendments or profess you are more supportive to weapons of mass destruction whilst this was in the debate stage. Once again you are not representing the voters who have put their faith in the Left Bloc!

That said I agree we have no enemies now and hope this will continue due to our excellent foreign policy commitment but we must be ready for all eventualities.

MessageOk, I will see what other parties have to say before making a final decision. If we could receive some formal guarantee that other parties will not try to vote to ban nuclear weaponry - at least until the multilateral disarmament talks are concluded, then this would help.

National service is not something my party wants nor support. However, the arguments made by thr Majority Speaker make sense and, we believe, unveil the true task ahead of us if we're to keep Baltusia safe. So, we'd be willing to support this bill, particularly the $2 Billion increase to the Defence Budget, which will be presented once this is passed. The main use of that money, from our perspective, should be to significantly improve the military's technology and increase permanent forces. That way, thie intoduction of national service would only be a temporary measure, and the need for it would eventually be eliminated.
