Members of Congress, I recommend a reduction in the number of bill proposals each party can introduce in any given year and how many they can store up for future bills. The reasoning behind this is to give us more time to debate, thoughtfully, the serious issues on the table which will aid our democratic process. It will also cut down on what can be at time a whirlwind of voting on numerous issues without any real though process going into them. Longer-standing parties also know what it is like when some new parties appear in Congress: they will put together mega bills consisting of 20-plus articles over and over, which are all well and good but give people no time to debate them properly and leave the electorate baffled. (OOC: This is no refection on recent arrivals who have thoughtfully proposed bills with reasoned arguments and it is this model I would like to adopt as I think is better for RP debate in Baltusia). The proposal I suggest would still allow eight parties to put forward a combined 40 proposals a year if they so wished but it would just mean all parties would have to think a little more meaningfully over what bills they were creating. Thank you Randolph Gilbert Majority Speaker of the House OOC: I will leave this in debate for several months, and would really appreciate feedback on whether these numbers are just right, too low or too high - or any other thoughts on this proposal, which is all about making RP and debates surrounding bills more of a priority, rater than just having a YES/NO voting game, which can put people off quite quickly - but still gives us scope to propose a reasonable number of bills every year.
