Members of Congress, Given the multi-party co-operation over Operation Human Wave and the opportunity this gives us for strengthening our conventional armed forces, I am in a position to review our use of certain deadly weaponry deemed by many, in this House and across the country, as not fit for purpose on the modern battlefield. Following discussions with the Joint Chiefs of Staff, which includes a thorough discussion about our defensive capability, I am able to propose that we, as a nation, introduce a blanket ban on the use of land mines. The Army tells me that given the advance in our defensive capabilities, land mines are no longer a relevant, or indeed the most effective, way to protect our borders. So, given the humanitarian stigma attached to such devices it seems logical and practical that we now take this action and de-commision our existing stock. I hope all parties will welcome this move and vote to approve this action, or otherwise provide constructive criticism.
