Bill: Malivia Recurrent Expenditure Estimates 4227

Details

Submitted by[?]: Unity Labour Party

Status[?]: passed

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: December 4227

Description[?]:

The Unity Labour Party propose to adjust the government's spending budget to better address the economic and social situation of the Free State of Malivia.

It is the intention of this bill to add 250,000 jobs to the economy and increase trade surplus to 5% while also increasing economic growth to 4% and GDP of 670+ billion MCR. This will see unemployment lessen to 3.5%.

The Bill sees tremendous increase in Industry and Trade ( 90-100 billion MCR), Food and Agriculture( 20-34 billion MCR and Education and Culture( 6 - 6.8 billion MCR)

This bill seeks to ensure a budget surplus of 3 billion dollars through the reallocation of monies to food and agriculture because it's the intention of this government to have more persons working on farms which will create jobs along with concessions in fertilizers for farmers and more agro-processing with agriculture products, through increased industrialization, poised to supply both the local and global market thereby increasing trade

MessageWe would vote yes although we disagree with that budget cuts in environment, healthcare and science areas. We think we should reduce the company tax in order to create private jobs, not depending always on the Government help, which is important , of course, but we believe that the State must provide a good education and healthcare, promote the science, care the environment and impulse and help the industry (not focusing all its expenditures on it )

MessageWe will be voting against this Bill.

We as a party will not be voting for a decrease in spending to important departments such as Health and Social Services.

A review of the tax system also needs to take place.

MessageThe issue Mr Speaker, is that we have to do plenty with thenkitchen we have. If we spend too much, we can see a massive deficit incurred by the government which overtime will increase the debt of Malivia. Currently our debt to GDP is very small of 10% which has declined drastically over the many years since the ULP first came into office around 4150-85 where we turned the economy around.
Thus, to increase spending in some areas, automatically and dialectically, other areas will see a decrease. It's all about prioritisation Mr Speaker and my ministry and this government has tried time and time again to be fiscally prudent.
With that said, I am thankful to my constituents for giving me the chance to be in this honourable house and also thank the Prime Minister for having confidence in me to serve in his cabinet as Minister of finance. This is our last budget before the next elections, it's surely not an election budget as we have seen only a slight increase in spending from the last budget. We wish it safe passage in this house. I'm obliged !!
