I can inform you that following intense negotiations with other countries we are now in pole position to secure Security Council Seat C and replace our neighbour Kalistan as the representative for Seleya.

However, in order to reinforce our position I believe we should vote to change our nomination for Seat A to Luthori as soon as the election is over.

This news will be deeply encouraging to all of us, and I personally thank the Foreign Secretary for his work on ensuring Baltusia plays a key role internationally. However, we mustn't be complacent, so I ask every single party to use whatever influence they may have to ensure this becomes a reality.

Might I ask the Foreign Secretary why we have decided to change our nomination for Seat A? And might I also ask why Luthori has been chosen, especially considering their opposition to multilateral nuclear disarmament, shown in the General Assembly? I should also add that there have been some disturbing bills coming out of the country, such as the 'Capital Adultery Act 4228' (http://classic.particracy.net/viewbill.php?billid=524764) and the 'Gender Identity Act 4228 (http://classic.particracy.net/viewbill.php?billid=524766). As President and a citizen, I do not believe that it's in Baltusia's interests to be supporting a nation with those extreme views, so I recommend we either do not change our nominee or abstain.

It is a matter of expedience. All countries are guilty of proposing radical bills and Luthori is a conservative country with strong views on social issues, I grant you. However, I weigh this up against the realistic other front runners for Seat A and I believe better the devil you know.

In terms of Luthori's nuclear position, i believe they share a position with many who I have spoken to personally. At least they will engage in the World Congress and share their views, which is more than many nations.

Moving on I believe that Luthori will be convinced to work with us to reduce nuclear weapon numbers because in essence they are a peaceful nation but just see the way to achieve peace from a different perspective.

I agree with the comments of Mr Herbert regarding your efforts, and we the BPP thank you also.

However, we too are alarmed at the radical policies of Luthori - regardless of their tradition as a conservative nation. Such moves by Baltusia in supporting Luthori could, and would, be perceived by both the Luthorian govt and the governments of other nations to allude to our support for these backward Bills - we know that is not the case, but we understand that such a misconception would arise.

Therefore, we request that the Foreign Secretary continue his negotiations with a renewed vigour, to attempt to find a compromise between the rights of Luthorian minorities and the position of the conservative 'Royal' party. In such an event, we would then fully support such a move.

I thank you for your comments. My thoughts are - given the understandable level of caution amongst parties here - that I will postpone a vote on this issue until I have had the opportunity to speak to Foreign Minister Stinson over the Luthori government's social agenda. This will be after the election now and once I have had that conversation I will report back.

In the meantime, I second President Herbert's comments that in order to build on our position all parties must do what they can to encourage nations to endorse us for Security Seat C, so if you have any ideas please let me know.

MessageOOC: Addressed as the last act of Mr Stinson as Foreign Secretary of Luthori.

Friends of Luthori, representatives of Baltusia,

I understand your concerns, Secretary Hurt has laid them before us and I come here today to assure you that the domestic policies of Luthori should and would in no way inhibit the relationships, alliances and friendships we build on the international stage.

Luthori takes great pride in its culture, traditions and history, but we are not a cruel or restrictive nation, we do not mistreat our own and we certainly do not mistreat those visiting our nation for any reason. We are open, we are honest and we are free.

I am a conservative, I am a traditional family man with a wife and kids. My country-people do not support abortions and adultery is severely punished, I know President Herbert was concerned over the Capital Adultery Act 4228, so let me re-assure the President that Luthori does not have capital punishment for capital offences, it merely reflects the moral fabric of Luthori. I do not force my views on others, but the people will vote for the policies they want and only then will they pass, no freedoms are taken away, no injustice is done and no minority is mistreated.

As for our position on multilateral disarmament, we do not oppose this, we are simply realistic about it. We believe in peace and stability, we just happen to believe stability is maintained by the nuclear deterrents and peace can only be assured by the mindset which MAD gives those with nuclear weapons. The sheer fact that nations have nuclear capabilities is enough to stop all out war unless a nation is on a suicide mission, and if we all give up our weapons, what is to stop a rogue nation from researching and creating one to devastate Luthori or Baltusia?

I re-assure Shadow Foreign Secretary Collins that support for Luthori in Security Council elections, and expanding on this to build a stronger and lasting friendship, would in no way constitute support for any domestic policies in Luthori or vice-versa. In fact, we expect our friends to be candid with us, and tell us what they think, of course we simply ask that be done in a respectful manner along the right channels, as we would do for you.

Luthori has ended its neutrality and backed Baltusia for Council Seat C. We wanted to end our isolationism and reach out to friends across Terra, as well as looking at the Artanian Union and Brahms Accords, to give us a platform on the world stage, free from war and conflict.

We in no way now expect Baltusia to do the same, but I would be horrified if I thought the domestic policies my Party are pursuing in Luthori were in some way inhibiting the start of what could be a magnificent friendship.

Always remember, we have far more in common than that which divides us.

You have heard from Mr Stinson and, indeed, learned much more of his country, its values and the way their politicians democratically shape policy in the same way as we do.

I personally believe we can convince Luthori to start to look at downsizing the number of nuclear weapons they have but that is best done as advice from a reassuring friend rather than from someone who coldly criticises from a distance.

And, I would add, how can we judge another nation for their thoughts on nuclear weapons when our own policies allow all weapons of mass destruction to be used in any circumstances and we have just voted to re-introduce land mines to our military arsenal.

I would welcome any final comments from members of Congress before I move this to vote.

I have to say the situation in the World Congress in terms of nuclear disarmament is difficult. Several regimes have made it clear that they will not budge in terms of their arsenals, which inevitably means other nations who may have been more receptive are twitchy about making any unilateral steps. Again, I hope you will judge Luthori's argument in terms of the global context.
