We believe that the public sector or the state can have shareholdings in energy companies but not overwhelming control of the energy market.

Thus, we propose that the state have shareholdings of no less than 35% in all energy companies but no more than 49%. This move will lessen cost on the state to maintain these infrastructure will still benefitting from it and also to encourage more public and private sector partnerships between the state and free market.
