| Seeing that the establishment of the People's Direct Democracy has put an end to interethnic and interreligious conflicts and tensions by allowing each local Vanguardship, irrespective of its ethnic composition, to govern itself however it wishes under the guidance of the Command Council, the Congress moves to abolish the bourgeois nationalist practice of dividing the territory of Kalopia into distinct ethnocentric national entities and recognize the reality that Kalopia is a single multi-ethnic and diverse nation. To achieve this goal the Congress adopt the following measures: 1. The names "Kalopia" and "Wantuni" will be considered synonymous and shall henceforth refer to the entire nation and not to any subnational divisions, recognizing the historical truth that what ethnic Kalopians refer to as Kalopia is referred to by Wantunis as Wantuni. The practice of calling the nation "Kalopia-Wantuni" or the nondescript "Central Majatra" is hereby abolished. The nation shall be called "Kalopia" or variations thereof, or "Wantuni" or variations thereof in the main languages of the nation, depending on historical and traditional usage. In international languages the terms Kalopia and Wantuni shall be used interchangeably, depending on local preference. 2. Referring to geographical regions of the nation by ethnically-based names is forbidden. The name "al-Najd" shall exclusively refer to the southernmost region of the nation, and referring to said region as "Wantuni" or "Tukaristan" is forbidden. The name "Siphina" shall continue to be in use due to its long history, but will not imply the dominance of ethnic Siphinans in said region. The "Sessoldian" ethnic group is no longer recognized as a distinct ethnicity, and the names "Sessold/Seshold" and "Sessoldian/Sesholdian" shall be considered strictly geographical terms. 3. The Union of Kalopian Revolutionary Socialist Vanguardships and the local Vanguardships shall have no official language. The local Vanguardships may determine their own working language(s), depending on their linguistic composition. The central institutions of the Union shall use Kalopian as their working language, but all official documents shall be released in the Kalopian, Majatran, Siphinan, and Tukaric languages. Kalopian shall exclusively be written in the Kalopian alphabet, Majatran exclusively in the Majatran alphabet, Siphinan exclusively in the Selucian alphabet, and Tukaric in the Majatran and Selucian alphabets, both enjoying equal status.The government shall provide official translations for all members of the central institutions who lack fluency in the Kalopian language. 4. The official name of the nation in international languages shall be the "Union of Kalopian Revolutionary Socialist Vanguardships" or "Union of Wantuni Revolutionary Socialist Vanguardships", or translations thereof, depending on local preference and custom. The use of the hyphen to refer to the nation, locally or internationally, is forbidden. 5. Establishing ethnically-based entities on the territory of Kalopia is forbidden. Kalopia is for all its citizens, irrespective of language, ethnicity, gender, or religion. OOC: This is a constitutional RP law, requiring a 2/3 majority in order to pass according to section 22 of the game rules. According to this RP law, the nation shall be referred to as either "Kalopia" or "Wantuni", considered synonymous and interchangeable, and no longer as "Kalopia-Wantuni" or "Central Majatra". This RP law also bans the naming of regions after ethnic groups, with the explicit exceptions of Siphina (Shifinë), al-Najd, and Seshold/Sessold. Given that the regions of al-Najd and Mossavi are RPd as being part of a separate independent nation, the "Federal Republic of Kalopia-Wantuni", this RP law does not impact said nation, currently under the RP control of Istalian players. |
