Bill: General Assembly seats reform, 4229

Details

Submitted by[?]: Páirtí an Lucht Oibre - Labour Party

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: March 4230

Description[?]:

In the current General Assembly, there are 717 seats up for grabs in elections. This means that for a majority government to be formed, they must get 360 seats. We believe that by lowering the amount of seats to 450, a majority government is more likely and we save money by having less MP's. This is just an idea, we do not know the election history of Kirlawa and don't know if many majority governments have been formed over the years. We also support parties feedback on this issue and how many seats you think there should be whether it is lower amounts or higher amounts.

Thank You,
Alan Kenny,
Party Leader.

MessageVery strongly opposed.

Kirlawa's General Assembly has had 717 seats consistently, since the election of ... 2446.

That's over SEVENTEEN HUNDRED years ago.
Please, how many of Particracy's 57 other nations can say likewise?
A time-honoured, cherished tradition of our nation.

> This means that for a majority government to be formed, they must get 360 seats.

359, actually.

> and we save money by having less MP's.

An extremely, _extremely_ negligible amount.
Kind of like finding a penny on the pavement, and claiming that now your entire retirement and that of your heirs as well, are taken care of as a result.

Please also note that fewer Assembly members would mean less accurate representation of the voters' wishes.

> We believe that by lowering the amount of seats to 450, a majority government is more likely

That's not how it works.
A majority of 717 seats, is half of this number, plus 1/2 (because it's odd).
A majority of 450 seats, is half of this number, plus 1 (because it's even).
A majority of 1200 seats, is half of this number, plus 1 (because it's even).
A majority of 5 seats, is half of this number, plus 1/2 (because it's odd).

No matter how many or how few seats there are, a party or coalition needs to win half of them plus either 1/2 or 1, in order to hold an outright majority.
Having a different number, does not change at all the likelihood of this occurring (disregarding rounding errors).

And as above:
Please also note that fewer Assembly members would mean less accurate representation of the voters' wishes.

> This is just an idea, we do not know the election history of Kirlawa

Having been here for over nine OOC years, I do.

(I joined in IC 2532. Which means Kirlawa's cherished tradition of 717 seats is older than even I am.) :)

MessageForgot to mention, that keeping the number of seats the same, furthermore makes it very conveniently easy to compare party performances from one election to another -- even deep into the past in Kirlawa's case --
by simply comparing the outright number of seats, without any need to convert them into percentages with decimals and all that.

Random fact: In order for a Cabinet bill to pass, more than half of the legislature must vote for it and all of the parties included in the proposed Cabinet must support it. If your nation has a Head of State who is also the Head of Government, then the party controlling this character must also vote for the bill, since the Head of Government is also a member of the Cabinet. If any of these requirements are not met, the bill will not pass.
