| Preamble: The Civil Service Title (CST) is the equivalent title underneath the Federal Civil Service Administration and their respective Positional Title (PT). Main Offices are special offices where the Minister's personal staff and Permanent Secretary works. The Permanent Secretary that is attached to the Main Office of the respective ministry is the most senior Civil Servant in that ministry who assisted by a Head of Department. The Head of Department is a Director who manages the everyday work in that ministry. A Civil Servant is a government worker who is a technocrat that enforces government policy and also offers advice on government policy -------------------------------------------------------------------------------------------------------------------------------------------------------- Section 1-There shall be a Permanent Secretary assigned to all Ministries. The Permanent Secretary is expected to provide objective advice on issues on the government’s policy options in dealing with them, and on the implications of each option. Policy advice should always be based on a combination of hard evidence and intuitive assessment which are taken to the Cabinet by the Minister in the form of a Note for Cabinet. Subsection (A)- A Ministry is an administrative place which houses various government departments that fall under the direct chairmanship of a Cabinet Minister. Subsection (B)- A Department is a place that offers government services to the general population of Malivia that is headed by a Director/ Manager who is assisted by a Deputy Director / Assistant Manager Subsection (B)- The Template of the Civil Service is as follows: THE MINISTER V V THE PERMANENT SECRETARY V V THE DIRECTOR/MANAGER V V THE DEPUTY DIRECTOR/ASSISTANT MANAGER V V PUBLIC SERVANTS WORKING IN OFFICES TO OFFER SERVICES ThIs Act seeks to establish the following: (1)Office of the President of Malivia (A) Main Office of the President ( Press Secretary | Communications staff for the President) (2)Office of the Prime Minister of Malivia (A) Main Office of the President ( Press Secretary | Senior Permanent Secretary | Communications staff for the President) (B) Malivia Security Council (Permanent Secretary | Director for the Federal Security Council) (3)Office of the Deputy Prime Minister (A) Main Office of the Deputy Prime Minister and Minister of Foreign Affairs (B) Main Office of the Deputy Prime Minister ( | PT: State Secretary for the Deputy Federal Chancellor)* (C) Office of Federal Publications and Communications ) Section (4) The Main Office of the Deputy Federal Chancellor traditionally only exist when there is a coalition, historically the junior partner in the coalition holds the Deputy Federal Chancellor, though important the Deputy Federal Chancellor is usually ceremonial unless given duties by the sitting Federal Chancellor. Section(5) The Main Office of the Deputy Prime Minister- This traditionally only exist when there is a coalition government, historically the junior partner in the coalition holds the position of Minister of Foreign Affairs will be the Deputy Prime Minister who acts as Prime Minister and Head of Government when the Prime Minister of ill, dead or out of state. Section (6) Ministry of Foreign Affairs- There shall be a Director and Deputy Director assigned to all departments. (1) Main Office of the Minister of Foreign Affairs (Permanent Secretary for Foreign Affairs ) (2) Office of Artanian Cooperation (Director & Deputy Director | Ambassador to the AU ) (3) Department of International Treaties (4) Department of International Law and International Legal Affairs (5) Department of International Organizations (6) Department of International Cooperation and Development (7) Office of the World Congress and the Security Council ( Permanent Representative to the World Congress & Ambassador to World Congress of Malivia) Section (7) Ministry of the the Internal Affairs (1) Main Office of the Minister of the Internal Affairs (Permanent Secretary of Internal Affairs) (2) Federal Police ( Chief of Federal Police) (3) Federal Customs Administration (Chief Inspector) (4) Federal Civil Service Administration (Director and Deputy Director) (5) Government Protection Office (Director and Deputy Director (6) Department of Licensing( Director and Deputy Director) (8) Department of Population Information and Research ( Director and Deputy Director) (9) Department of Civil Defense ( Director and Deputy Director) (10) Department of Emergency Management ( Director and Deputy Director) (11) Department of International Internal Affairs Cooperation ( Director and Deputy Director) (12) Central Department( Director and Deputy Director) Section (8) Ministry of Finance- There shall be a Director and Deputy Director assigned to all departments. (1) Main Office of the Minister of Defense (Permanent Secretary of Defense) (2) Armed Forces of Malivia (3) Department of Defense Affairs Section (10) Ministry of Justice- (1) Main Office of the Minister of Justice (Attorney General of the State ) (2) Federal Investigation Agency (3) Federal Prosecutors Office (4) Federal Patent and Trade Mark Office (5) Federal Constitutional Court (Lead by a Supreme Justice, who is a presidential appointee and confirmed by the Federal Assembly, serves a term of life alongside 6 other justices) (6) Federal courts of specific nature (The Malivia state hosts many other courts that deal with a variety of issues such as labour and Family issues) (7) Federal Penitentiary Service (8) Department of Labor Legal Affairs (9) Department of Civil Legal Affairs (11) Department of Criminal Legal Affairs (12) Department of Trade and Commerce Legal Affairs Section (11)Ministry of Infrastructure and Transport- There shall be a Director and Deputy Director assigned to all departments. (1) Main Office of the Minister of Science and Technology (Permanent Secretary for Science and Technology) (2) Department of Science (3) Department of Technology (4) Malivia Space Exploration Corporation (5) Malivia STEM ( Science Technology English and Maths) Department Section (16) Ministry of Food and Agriculture- There shall be a Director and Deputy Director assigned to all departments (1) Main Office of the Minister of Food and Agriculture (Permanent Secretary for Food and Agriculture) (2) Department of Agriculture (3) Department of Standard Bureau (4) Animal Industry Authority Section (17) Ministry of Environment and Tourism- There shall be a Director and Deputy Director assigned to all departments (1) Main Office of the Minister of Environment and Tourism (Permanent Secretary of Environment and Tourism) (2) Malivia Tourism Authority (3) Malivia Rivers and Parks Authority (4) Malivia Forestry Authority Section (18)Independent government agencies (1) Central Bank of Malivia - The Central Bank of Malivia is considered as an independent government agency that regulates money and financial transactions in Malivia and interest rates. The Ministry of Finance appoints a Permanent Secretary to act as a liaison with the State Bank of Malivia; headed by the President of the Federal Bank of Malivia who is appointed by the President upon the recommendation of the Prime Minister, Minister of Finance and the Minister of Trade and Industry upon confirmation of parliament. (2) Malivia Legislature Police - Lead by the Captain of the Guard, charged with protecting the Petrov Building and members of the Federal Assembly; (3) Foreign Intelligence Service - Director of the Foreign Intelligence Service, recommended by the President and the Minister of Defense with confirmation by parliament. (4) Federal Security Service - Director of the Federal Security Service, recommended by the President and Minister of the Internal Affairs with confirmation by Parliament This bill authorises the creation of the respective, offices, departments, agencies, administrations and services of the Malivian government. This bill must be passed by 66% of the legislature and be amended or repealed by 51% of parliament. |
