(This bill was proposed by the minister of Foreign Affairs Bruck Hardcastle)
As a economic and military superpower we must help the contry that truly need it. Generosity is one of the most important value of the Hutorian People and we must show to rest of the world that we are not just a selfish nation. By giving more money to poor country we not only improve our international relationship we will also make of this world a better place to live.
If this bill passed, Hutori will extend its international help to countries in need to 3 billions per year.

While we agree thay generosity is a central tenant of Hutorian society surely it is better to look to support our own people first and tackle poverty and inequality at home before funnel billions of HLR out of the nation, especially with no plan on how this foreign aid would be spent.
